Finalizing a press handbook to combat discrimination against vulnerable groups

The concept of “Vulnerability” is an open concept, difficult to define precisely and can change depending on the context. This concept also has other names such as vulnerable groups, disadvantaged groups, minority groups, marginalized groups, etc. Therefore, this handbook will use the term “vulnerable groups” to refer to 4 vulnerable groups, including: People with disabilities; Women; LGBTIQ+ people; Accused people.

The development of a Journalism Handbook to Combat Discrimination Against Vulnerable Groups aims to provide practical information for the media when reporting on issues facing vulnerable groups in Vietnam. It is a reference resource for journalists, including guidance on appropriate terminology, reporting tips, references to national and international standards, as well as increasing understanding and awareness of issues related to vulnerable groups.

Accurate reporting by journalists will help raise public awareness of the rights of vulnerable groups; contribute to combating discrimination and reducing social prejudices against them, thereby promoting a more inclusive and equal Vietnamese society.

Ms. Nguyen Thi Hai Van, Director of the Center for Journalism Training, shared that the media plays an important role in changing public awareness and attitudes towards vulnerable groups. However, due to many different reasons, the press and media can also violate human rights and report sensitive information, affecting vulnerable groups.

The aim of this document is not to become a standard for reporting guidelines on combating discrimination against vulnerable groups, but to enrich the creative environment, guide public opinion, and especially contribute to raising public awareness of vulnerable groups.

At the workshop, delegates contributed many ideas to revise, supplement and perfect the handbook. Some officials working at the Hanoi Association of the Disabled; Hanoi Bar Association; Vietnam LGBTQ Community and journalists from many press agencies gave their opinions drawn from their actual work... Delegates also suggested writing articles to create equal development opportunities for target groups in society; using specialized terms in appropriate fields...
