The announcement stated: Since the previous inspection, ministries, agencies, investors, contractors, and consulting units have made efforts to implement and complete most of the tasks assigned by the Government leaders. The volume of completed work has made clear progress and the work has been implemented smoothly. The Deputy Prime Minister highly appreciated and thanked the agencies, consulting contractors, contractors, and related units, especially the general contractor of package 5.10 (Passenger Terminal), for supporting and responding to the policy of shortening the project's progress, promptly implementing construction, and providing materials and equipment early. Vietnam Airports Corporation (ACV) needs to identify this as a strategic partner to propose the implementation of other similar projects.
However, the workload is still very large, many items must be implemented simultaneously; large, important packages are behind schedule (package 4.7 is 24% behind schedule, package 4.8 is 36% behind schedule, package 5.10 has only reached 31.3%), while the required completion schedule is very short, only more than 6 months, many unforeseen factors such as weather (it is the rainy season). Therefore, the task set for ministries, agencies, investors, contractors, and consulting units is very heavy, requiring all to be more determined, make more efforts, focus all resources, increase machinery and equipment, increase human resources, increase construction teams, organize construction simultaneously on the entire project site in accordance with the spirit of "overcoming the sun, overcoming the rain, not losing to storms and winds", "3 shifts, 4 teams", construction "through holidays, through Tet, through holidays" as directed by the Prime Minister to speed up the project progress, regain the delayed progress, and strive to complete the project according to the schedule directed by the Prime Minister.
The Deputy Prime Minister requested that during the implementation of the work, the Working Group and relevant agencies need to regularly inspect, urge and motivate contractors, workers and employees and jointly consider and promptly resolve any arising problems. Units that continue to promote, organize and implement more closely and scientifically will complete the Project according to the required schedule, at the same time, need to pay attention to promptly encouraging and rewarding the achievements that have been achieved.
The Deputy Prime Minister requested that in the coming time, the Ministry of Construction coordinate with ACV and investors to review and specifically and fully identify the work/packages to be completed by December 31, 2025 for each package, construction item, and component project, including assessing the impact of weather and other conditions; determine responsibilities in case of failure to complete on time, and report to the Prime Minister before June 30, 2025.
Regarding Component Project 1, the Ministers of the Ministries are the competent authorities for investing in the projects and the Chairman of the People's Committee of Dong Nai province is responsible for implementing the construction of state management agency headquarters to ensure completion before December 31, 2025.
The Ministry of Construction coordinates with other ministries and the People's Committee of Dong Nai province to review the implementation of bidding packages to ensure the completion schedule (note that the Animal and Plant Quarantine Station Headquarters project has started construction late).
Regarding Component Project 2, the works serving flight management play a very important role in the operation and exploitation of the airport and must be completed simultaneously with other component projects.
Vietnam Air Traffic Management (VATM) coordinated with ACV to assess the impact of the construction process of Package 4.8 on the construction progress of Component Project 2 and the ability to supply electricity, water, etc. to the project in order to promptly have appropriate solutions, build progress according to the new situation, and ensure the completion time target.
Regarding Component Project 3, ACV and the design consultant will carefully review the design of the Project, and if necessary, immediately study and supplement it, ensuring that the design solutions and use of advanced materials comply with current standards and regulations and the technical and quality requirements of a 5-star international airport, especially solutions for waterproofing and leak prevention; request the design consultant to confirm that the construction ensures the technical requirements of the Passenger Terminal roof design, in which, pay attention to the rainwater drainage solution for the roof of the project (if necessary, add appropriate solutions).
For package 4.8 (Construction, equipment installation, design and construction drawings for internal port traffic works and airport technical infrastructure), the Deputy Prime Minister requested:
ACV builds a detailed implementation schedule and plan, identifying the completion date as December 31, 2025. It is important to coordinate the construction organization with related bid packages, promptly resolve conflicts, and avoid overlapping or conflicts that affect the construction progress.
ACV requested the supervising consultant to review and update the construction progress, synthesize and send it to the Ministry of Construction as a basis for reporting to the Prime Minister.
For package 5.10 (Passenger Terminal), the Deputy Prime Minister noted and learned from experience in implementing quickly, but must ensure safety and quality, requiring contractors to seriously construct, organize construction scientifically and reasonably so that the project operates properly, achieves aesthetics, and has 5-star quality.
+ During the construction process, the general contractor's construction methods must be approved. Any errors during actual construction must be specifically and carefully considered by the parties and they must be held responsible for when accepting and putting into use later.
+ It is recommended to seriously carry out the roof truss testing work according to the prescribed standards. The testing unit must have sufficient capacity and experience, the design unit will propose the outline of the most dangerous loading levels to serve the assessment of the structural safety of the roof truss.
+ The general contractor and design consultant must closely monitor and adjust errors when completing the roof, ensuring accuracy when installing the roof layer to avoid roof damage and water leakage.
+ Experience from the completion package at the T3 Passenger Terminal Project, Tan Son Nhat International Airport: tiling materials and technical quality of tiling must meet international standards. The supervising consultant must approve the tiling material samples and standard specifications upon acceptance. The general contractor and the Ministry of Construction will have 2 expert teams to conduct post-inspection before the work is accepted (independent supervision with the construction supervision unit).
The Deputy Prime Minister requested ACV to urgently complete the selection of contractors for the remaining two packages (cargo terminal No. 1 and wastewater treatment plant) and immediately start construction, take measures to overcome delays due to late contractor selection, and complete the project to meet the general progress requirements.
At the same time, ACV checks and reviews the construction management at the construction site, the contractors' ability to meet the requirements of continuous construction, the ability to overcome weather factors (rain, sun); researches the construction site arrangement plan, has solutions to resolve conflicts at the site so as not to affect the construction process of other packages, avoid overlap, and affect progress. Re-evaluate contractors, eliminate weak contractors, mobilize other forces capable of performing the task well.
Regarding Component Project 4, the Deputy Prime Minister requested the Ministry of Construction to urgently implement the Prime Minister's direction in Notice No. 139/TB-VPCP dated March 28, 2025, based on regulations on selecting investors in special cases to consider and select investors for Hangar projects under its authority, to be completed before June 20, 2025; select investors for cargo delivery warehouses from No. 5 to No. 8 to ensure synchronous investment in the 5-star international airport, put into synchronous operation, and effectively exploit the works before December 31, 2025.
VNA and Vietjet Aviation Joint Stock Company (VJ) quickly deployed bidding packages immediately after being selected as investors, ensuring completion before December 31, 2025 to synchronously exploit Long Thanh Airport.
Regarding the project of the Fuel Pipeline System from the upstream port to the Project boundary, the People's Committee of Dong Nai province urgently selects investors according to regulations, to be completed in July 2025 to promptly implement the project.
Regarding site clearance, the Deputy Prime Minister requested the People's Committee of Dong Nai province to urgently complete all site clearance work and hand over to investors (the remaining area of T3 drainage line and fence within 5,000 hectares).
According to the report of the Ministry of Construction, up to now, Component Project 1 (headquarters of state management agencies) has met the required progress schedule with the works of Southern Airport Authority, Customs, Immigration Department, and Dong Nai Provincial Police. The remaining 2 works of animal quarantine and plant quarantine that were just started in May 2025 need to be strictly controlled in terms of progress.
Component 2 project (works serving flight management), including air traffic control tower, auxiliary items, flight management services, equipment... is basically on schedule, expected to be completed in December 2025. However, the installation and synchronous operation of the system depends on the progress of package 4.8 (internal port traffic and technical infrastructure).
Component project 3 (essential works) has 14 new packages, 3 completed, 9 under construction, 2 selecting contractors.
Some key packages, such as package 4.6 (runways, taxiways, aprons), have basically completed runway 1, and runway 3 started construction on May 30, with the target completion date in December 2025.
Package 4.7 (aircraft parking and passenger terminal) output reached about 30%, about 20% slow.
Package 4.8 (internal port traffic and technical infrastructure) has only reached 16% of its output, 35% behind schedule. This is a package with a high risk of being behind schedule, affecting other packages if human resources, equipment, construction sites, etc. are not increased and solutions are not found to minimize construction interruptions during the rainy season.
Package 4.9 (fuel supply system) achieved 35% output, slightly exceeding the plan. It is necessary to continue handling conflicts in construction sites with other packages to ensure progress.
Package 5.10 (passenger terminal) has a construction output of 32.4% of the contract value, many construction items are complicated, with a high risk of delay because the completion and installation of equipment depends on the progress of the roof and rain-proof structures.
