Effectiveness of popular programs and policies

In mid-June, we had the opportunity to return to visit Huoi Luong commune. In addition to the paved road to the commune, which completely replaced the degraded road with potholes and deep ditches that were difficult to travel before, many new houses were built. Shops in the central area of the commune also became more abundant and expanded in scale. People actively worked and produced, creating a vibrant emulation movement.

Talking with officials and people, we learned that these results were achieved thanks to the commune's effective exploitation of local potential advantages in economic development while effectively implementing national target programs: building new rural areas; sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

In 2024 alone, the commune was allocated over 2 billion VND to implement the National Target Program on Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas. From here, many activities were implemented such as: supporting land preparation machines, diversifying livelihoods, implementing poverty reduction models, investing in essential infrastructure, serving production, etc. This has helped people overcome difficulties and develop the economy.

The family of Mr. Ly A Khe in Huoi Luong 2 village is fortunate to be one of the poor households supported with a mini tillage machine from the national target program for sustainable poverty reduction. His family is very excited when for the first time, the entire rice and corn growing area has a machine that works quickly and neatly, saving time and effort for other work.

Similar to Khe’s family, 5 other poor households in Huoi Luong 2 village also received support for breeding cows from the national target program for ethnic minorities and mountainous areas. Thanks to good care, most of the cows have now bred, creating a large source of income for the families.

Mr. Ly A Pho, a resident of Huoi Luong 2 village, confided, "In the past, my family only knew how to farm, depended a lot on nature, had just enough rice to eat, and was on the list of poor households for many years. In 2024, the government supported 2 breeding cows. I took good care of them. Up to now, 1 cow has given birth to 1 calf and 1 is pregnant with another one. My family is very happy, thank you very much to the Party and the State. I will try to take care of the cows to escape poverty soon."

People in Huoi Luong 2 village, Huoi Luong commune, Phong Tho district are excited when their cows are supported to reproduce quickly, bringing income to their families.

Learning more, we learned that Huoi Luong commune has 21 villages, 1,458 households, and more than 8,000 people, mainly Ha Nhi ethnic people. In recent years, in addition to enjoying national target programs, people in the commune have also enjoyed agricultural production support policies, received forest environmental service fees, and borrowed capital from the District Social Policy Bank Transaction Office with preferential interest rates. The commune's programs and policies help people solve difficulties in capital sources, have good plants and breeds for production, and transfer science and technology, thereby gradually changing their awareness and boldly striving to develop the economy. Thanks to that, the commune's economy has developed strongly. The average income per capita of the commune in 2024 reached over 50 million VND. The average annual poverty rate has decreased by over 5%. In 2024 alone, the poverty rate will decrease to 8.2% (from 42.4% in 2023 to 34.2% in 2024). The commune will maintain its new rural status. Since the beginning of 2025, all activities have maintained stable agricultural and forestry production. The material and spiritual life of the people has been increasingly improved and enhanced. The appearance of rural areas has improved a lot.

Currently, Huoi Luong commune is on the way to complete the merger with the communes of Ma Li Pho, Muong So and Phong Tho town to establish the new commune of Phong Tho. It is believed that the new policy will open up opportunities and favorable conditions for the locality to develop further.
