(Baohatinh.vn) - With support from Vingroup, Ha Tinh is concretizing the Ministry of Health's foreign emergency rescue project with many practical actions, determined not to let patients miss the "golden hour" in emergency care.

Synchronize the system, proactively rescue from the first minute

The foreign emergency system is becoming an urgent requirement in the country's emergency medical strategy, especially in areas with many difficulties in terms of terrain, traffic and frontline medical facilities. In this situation, the Ministry of Health has chaired the implementation of the National Foreign Emergency Project for the period 2025-2030 with the support of Vingroup Corporation. Ha Tinh was chosen as one of the first four localities to implement this project.

According to the plan of the Department of Health , the operating center of the outpatient emergency system will be located at the Provincial General Hospital, playing the role of commanding and coordinating all activities. All hospitals and lower-level medical centers will be "satellite stations", ensuring human resources and emergency equipment are always available, ready to respond to all situations.

Mr. Le Chanh Thanh - Deputy Director of Ha Tinh Department of Health, shared: "The goal of the project is to minimize the time to reach patients at the scene, increasing the chance of survival for victims. This is not only the task of the health sector but also the common responsibility of the whole society in protecting the lives and lives of the people. This system can only be truly effective when supported, accompanied and actively participated by the community, so in the coming time, we will conduct training on a large scale."

Indeed, foreign emergency care is not only a medical solution, but also a safety net, a vivid manifestation of the spirit of humanity and social responsibility. The wider and more solid that network is, the more hope there is to preserve people's lives when unexpected risks occur.

With the desire to soon complete the external emergency system, recently, along with the improvement of the organizational system, the provincial health sector has proposed to add specialized ambulances, modern medical equipment, and build external emergency teams in shifts, ensuring 24/7 on-call duty. The synchronization between human resources, vehicles and operating procedures is the decisive factor for the success of the external emergency system.

Dr. Le Ngoc Thang - Head of the Line Command Department, Provincial General Hospital said: "The good news is that the coordination between the medical sector, the government and the community in Ha Tinh is very synchronized. That is the basis for us to believe that, when the system is fully operational, our province will have a timely and effective emergency network, improving the chances of survival for patients in all situations."

Capacity building training - emergency investment from the community

During the survey in April 2025 at the Provincial General Hospital, Dr. Phung Nam Lam - Deputy General Director of Vinmec Healthcare System affirmed that Vingroup is committed to accompanying Ha Tinh by supporting modern facilities and equipment, training human resources and the community, contributing to realizing the goal of saving people from the grassroots. And in May and June, the first training activities were deployed by Vingroup with training courses on first aid techniques such as: Basic cardiopulmonary resuscitation; outpatient trauma emergency according to international standards. Those practical classes are the first step of a modern, synchronized outpatient emergency network according to the Ministry of Health's project.

Dr. Nguyen Xuan Thai - Head of the Department of Emergency and Anti-Poisoning, Provincial General Hospital shared: "We have witnessed many cases where if only first aid was given properly on the spot, the chances would be higher. Investing in the out-of-hospital emergency system, especially training skills for medical staff, rescue forces and the community is investing in saving lives from the very first minutes. Vingroup's early implementation of training programs will help Ha Tinh soon form a community emergency network."

Recently, under the guidance of experts from the American Heart Association (AHA) and Military Hospital 175, the Ha Tinh medical team has seriously honed their emergency skills on simulated mannequins. Looking at people who have been through the experience of saving people but still seriously practice each movement of chest compressions, mouth-to-mouth resuscitation, intubation, each skill of airway and trauma management, skills of shock and hemorrhage control, skills of fracture fixation, safe transportation of victims... we are more aware of the significance of out-of-hospital emergency care.

Dr. Phan The Anh - Deputy Head of the Emergency Department, Military Hospital 175 shared: "Currently, in many localities, out-of-hospital emergency care is mainly spontaneous, without the intervention of medical staff. Moreover, many medical staff at the grassroots level have not been equipped with knowledge and skills on standard emergency procedures, so training is extremely necessary. In this training course, we will also grant international standard certificates to students selected for training at the instructor level. Hopefully, they will be an extension, bringing the knowledge we impart to the community."

Behind the training courses, behind the commitments and specific plans is the aspiration to build a humane healthcare system, close to the people, for the people. That is also the way the Ha Tinh healthcare sector and the community realize the noble goal: to regain life for people from the moment of life and death.

“Of the nearly 100 people who have attended the training courses in the past, we have selected 20 people to train as lecturers, after which, this team will return to the grassroots to impart knowledge to their colleagues and the community. Through this, each citizen and each medical staff can become a “link” in the life-saving network in Ha Tinh, helping patients not miss the “golden hour” in emergency care,” Dr. Le Chanh Thanh added.

With the support of the Ministry of Health, Vingroup and the strong determination of the locality, the outpatient emergency system in Ha Tinh is gradually taking shape, bringing hope to millions of people. This is a project of profound humanitarian significance, affirming the spirit of “all for human life” in the province’s healthcare development strategy.
