Hanoi issues more than 68,000 land use right certificates with QR codes

Since the beginning of 2025, Hanoi has issued more than 68,000 land use right certificates with integrated QR codes, marking an important step in modernizing land management according to new regulations of the 2024 Land Law.

According to the Hanoi Department of Agriculture and Environment, integrating QR codes on land use right certificates is one of the outstanding new features, aiming to promote comprehensive digital transformation in the field of natural resources and environment, while bringing practical benefits to both management agencies and people.

According to the instructions of the Department of Land Registration and Information Data ( Ministry of Agriculture and Environment ), when scanning the QR code, users can access 5 important groups of information: Land users or property owners; land plot information; property attached to land; land plot and property diagram; notes and change content.

The most obvious benefit is reducing the situation of fake documents, lost information, and shortening the time in transactions of buying, selling, transferring, mortgaging, etc. The parties involved can quickly verify the legality through the national land database system. This not only helps protect the legitimate rights of land users, but also facilitates the process of handling administrative procedures.

Not only that, integrating QR codes also contributes to reducing the use of hard copies of documents, promoting electronic land management, protecting the environment, and saving social costs.

To print land use right certificates with QR codes, land registration offices in the city face many difficulties and challenges. First is the problem of converting and standardizing the database. Synchronizing data from the old system to the unified database according to new requirements requires processing a huge amount of data with millions of land plots. This process requires the participation of many technical personnel, ensuring absolute accuracy of information printed on the QR code.

In addition, the technical infrastructure in some localities has not been completed. Many land registration office branches have proactively upgraded their software, printing equipment and data transmission lines. In the initial stages of implementation, some software errors are inevitable.

In addition, human resources are not fully available because many officials are used to handling procedures according to the old land use right certificate form, needing time to train, adapt to new processes and digitalization requirements. Work pressure also increases in districts with a large number of records.

In addition, the system investment cost and initial implementation time are also challenges for many units. The parallel management of old and new land use right certificates also creates administrative problems, lookup, and legal verification during the transition process.

Despite many difficulties, printing land use right certificates with QR codes is considered an important and breakthrough step in the modernization of the Agriculture and Environment sector, aiming to form a synchronous and transparent land database to serve e-government and smart cities.
