"Community lifeblood"
Originating from the major policy of the Party and State in 2000, the movement "All people unite to build a cultural life" has been concretized by the actions of each Party Committee, government, and each citizen. On that 25-year journey, there have been many difficulties, from ideological barriers, old habits, to resource limitations. However, with the synchronous participation, perseverance in propaganda and consensus of the people, the movement has gradually spread widely, becoming a sustainable flow in social life.
Thousands of weddings and funerals were held in a civilized and economical manner. In 2024, the rate of implementation of the new lifestyle reached over 98%. The movement has changed lifestyles and created a strong impetus for the development of grassroots cultural and sports institutions.
By the end of 2024, Quang Binh will have 1,111/1,123 villages, hamlets, and residential groups with cultural houses and sports areas, with more than 70% meeting standards. These spaces have become "living cells" that nurture community cohesion, from free classes for children, health clubs for the elderly, sports playgrounds for young people to cultural and artistic performances for the people. With the movement "All people exercise following the example of great Uncle Ho", the whole province has nearly 3,100 exercise points. The rate of people exercising regularly is 37.6%, and sports families are nearly 30%.

Over the past 25 years, the spirit of solidarity and mutual assistance in economic development has spread into concrete actions in each community. It is no longer a slogan, "help each other escape poverty, strive to become rich legitimately", but has become a widespread movement with hundreds of effective economic models formed by the hands and minds of the people. From models of beekeeping for honey, economic forest planting, to cooperatives growing mushrooms, raising chickens, making OCOP products... all bear the clear mark of the movement. Associations and unions have promoted the role of "bridge" between policy and people, skillfully integrating propaganda, technology transfer, loan management and creating local livelihoods.
Many models have helped reduce the poverty rate sharply, creating a new look for rural areas. As a typical beekeeping household in Xuan Hoa commune (Minh Hoa), Mr. Dinh Xuan Khach shared that beekeeping households in the area regularly exchange and learn effective beekeeping techniques. Thanks to that mutual support, many families have escaped poverty and have a more stable life.
Preserving identity
The campaign "All people unite to build a cultural life in residential areas" now known as "Building new rural areas and civilized urban areas" launched and organized by the Central Committee of the Vietnam Fatherland Front has contributed to changing the appearance of villages. Up to now, Quang Binh has 97 communes meeting new rural standards, of which 6 communes have met model standards. Thousands of households have donated land, money and labor. The process of mobilizing people to contribute to building cultural institutions has also been carried out methodically and transparently.
Secretary of the Party Cell of Cuong Trung Village (Tien Hoa Commune, Tuyen Hoa), Nguyen Van Huyen shared his experience: “We went to each house, listened to the opinions of the people, and clearly explained the common interests. It is the transparency and the spirit of learning that helped create a high consensus in building cultural institutions in the locality. The locality has mobilized more than 15 billion VND to build cultural institutions, traffic works... in the locality. All thanks to the people's strength."
One of the most prominent marks of the movement is the strong return of traditional cultural values. Folk songs are no longer memories, but have become daily cultural practices. In each village, the seeds of art are being nurtured, passed down from generation to generation, nurturing the souls of the people, especially the young.
Mr. Tran Van Due, Chairman of the Uyen Phong Village Ca Tru Club (Chau Hoa Commune, Tuyen Hoa), affirmed the value and influence of Ca Tru art in life: “The coordination between authorities at all levels, the consensus of the people and the dedication of the artists have helped the club to form and develop over the past 23 years. This is the condition for Ca Tru to be revived and accepted by the younger generations. We consider this both a matter of preserving a heritage and of uniting the community, enriching the spiritual life of local people.”

The implementation has created many bright spots, good models, and creative ways of doing things. This is an important driving force contributing to promoting socio-economic development, building Quang Binh homeland to be increasingly rich, civilized and sustainable". |
The province currently has 189 self-management models, 100% of residential areas have built self-management security teams. Models such as "Self-management teams for border lines and national landmarks" or "Residential areas, villages, and hamlets without crime, drugs, or human trafficking" contribute to protecting the border areas and keeping villages and communes peaceful. These models have spread the moral values of the community knowing how to live responsibly, knowing how to love, and preserving beauty.
25 years - a period that is not long compared to the development history of a land but is enough to see the enduring, extraordinary strength of the people's hearts when properly aroused. In an era of rapid development with many unpredictable changes, the role of culture is becoming increasingly important and urgent. Culture is no longer a side part, an embellishment, but the root, the core foundation that keeps people standing firm in the face of challenges, keeps the community steadfast in the face of change. In the era of national growth, culture will still be the source that leads Quang Binh to the future - a sustainable future built from the hearts and strength of the people, for the benefit of the people.
