With the drastic participation of the entire political system, many "bottlenecks" in site clearance (GPMB) in Yen My district have been resolved, speeding up construction progress, putting works and projects into operation, contributing to promoting socio-economic development. However, difficulties and obstacles in implementing the 2024 Land Law are affecting the GPMB progress of many works and projects in the district.
Dong Than Industrial Cluster has a total of 587 households have agricultural land that must be recovered and GPMB. With the drastic participation of the entire political system, up to now, there have been 581 households receive compensation and land support. However, there are still 6 households that have not received the money. After many times of propaganda and mobilization, the district issued a decision to enforce land recovery and is expected to carry out the enforcement in June 2025 .
Mr. Chu Xuan Lu, Vice Chairman of Dong Than Commune People's Committee, said: Dong Than Industrial Cluster Project is facing difficulties in site clearance because people have not agreed with the compensation and support prices, especially since the 2024 Land Law comes into effect, the province Not yet promulgate rate regulations compensation and support rates for perennial trees and constructions on agricultural land . Therefore, the District People's Committee Not yet Approve compensation and support plan tree plant, property on the land makes households more worried and disagree. After many efforts of propaganda and mobilization, most households have received compensation and support for land but their mentality is still not really comfortable.
At the Investment Project to build housing area for low-income people in Yen My II Industrial Park is also facing similar difficulties . The area requiring site clearance for the project is nearly 31 hectares, including over 24 hectares of land of 593 households and individuals in Yen My town and Trung Hoa commune, the rest is public land managed by the People's Committee at the commune level. The People's Committee of Yen My district has approved the compensation and land support plan for 476 households and individuals.
To create consensus and support people whose land was recovered, the project investor has proactively advanced money to pay compensation and support for land for households. Up to now, the investor has advanced money to pay 434/593 households and individuals. However, the progress of the project's site clearance has not yet met expectations.
Mr. Nguyen Tran Son, a household whose land was recovered and GPMB in Yen My town shared: After being propagated and mobilized by the local authorities, my family received advance compensation and support, but there are still many concerns when the provisions of the law have changed, causing many compensation and support items like before to no longer exist. This means that the amount of money we receive is less than before. Currently, there is no more progress bonus in GPMB, which also reduces the positivity and initiative of households with land within the GPMB area. Most of us are waiting for the province's mechanism to remove difficulties to create favorable conditions for people whose land is recovered.
Mr. Dang Xuan Luong, Chairman of Yen My District People's Committee, said: According to the provisions of the 2024 Land Law, it is necessary to review and accurately identify all people with interests related to the recovered land plots and land acquisition to include in the notice and decision on land acquisition. The number of people with interests related to some land plots is large, while some people work far away, go abroad, do not live in the locality, some have passed away and must determine their inheritance... Changing the provisions of the law from compensation and support for agricultural land of households and individuals according to the 1993 land allocation quota to the actual area requires the measurement and determination of the area of each land plot to take a lot of time... These reasons are causing the land acquisition and clearance work of many projects in the district to be delayed and prolonged, affecting the progress of project implementation. The District People's Committee has repeatedly reported and requested the Provincial People's Committee and the Department of Agriculture and Environment to take measures to remove new "bottlenecks" in site clearance.
