According to the Government 's report, from 2008 to 2017, the State budget has provided the Social Policy Bank with a total amount of more than VND 6,068 billion to implement loans for 3 groups of policy credit programs including: Policy credit programs for ethnic minority households; policy credit programs for housing loans; loan programs to support poor districts to promote labor export. These programs have loan terms from 5 years to 15 years, excluding extensions according to the regulations of each program.

According to the provisions of the Prime Minister 's decisions, the disbursement period for all these policy credit programs is until the end of 2020. After 2020, the Social Policy Bank is responsible for recovering the loan under the credit contract because these programs have ended their implementation period.
According to the report of the Social Policy Bank, by April 30, 2025, the Social Policy Bank had recovered more than VND 3,144 billion and the remaining debt that must continue to be recovered according to the credit contract signed with the borrower is more than VND 2,924 billion. The expected time to recover the final loan is 2035, excluding the debt extension period as prescribed.

The implementation of these policy credit programs has helped nearly 1.1 million poor households, near-poor households, ethnic minority households and other policy beneficiaries access capital, nearly 400,000 ethnic minorities have received loans to improve their lives, more than 11,000 people have received loans to work abroad, nearly 700,000 customers have received loans for social housing programs with more than 700,000 houses built. Thereby, contributing to the implementation of the State's social security policy.
Based on the effectiveness of implementing policy credit programs at the Vietnam Bank for Social Policies and the capital needs of the Vietnam Bank for Social Policies by the end of 2025, the Government finds that allowing the Vietnam Bank for Social Policies to use the recovered capital and continue to recover in the coming time to supplement capital for lending to other policy credit programs that are lacking resources is necessary and appropriate to the actual situation.
In the submission, the Government proposed that the National Assembly consider issuing a Resolution of the National Assembly allowing the Vietnam Bank for Social Policies to continue using the entire amount of the State budget allocated, which is more than VND 6,068 billion, for policy credit programs, including the amount of recovered debt of more than VND 3,144 billion and the amount of continued recovery of more than VND 2,924 billion to lend to credit programs at the Vietnam Bank for Social Policies.

At the same time, the Prime Minister is assigned to decide on the specific allocation level for debt recovery capital for each policy credit program at the Social Policy Bank based on actual needs, in which, priority is given to arranging capital to implement the lending program for socio-economic development in ethnic minority areas.
Examining this content, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the majority of opinions in the National Assembly's Economic and Financial Committee believed that the proposal to allow the Vietnam Bank for Social Policies to use debt collection funds for policy credit programs funded by the State budget that have expired is basically consistent with the practical situation and suggested reporting to the National Assembly for consideration and decision to allow the use of the entire amount of more than VND 6,068 billion to lend credit programs at the Vietnam Bank for Social Policies as proposed by the Government.
The National Assembly's Economic and Financial Committee requested the Government to review and take responsibility for the accuracy of data, the lending and debt collection situation of the Vietnam Bank for Social Policies and the amount of State budget allocated to policy credit programs that have expired at the Vietnam Bank for Social Policies. In addition, direct the Vietnam Bank for Social Policies to manage, use and lend in accordance with regulations and effectively, ensuring the implementation of the objectives of the lending programs, avoiding policy exploitation, loss, waste and negativity.
