At the conference, representatives of the Provincial Party Committee's Organizing Committee announced the decisions of the Provincial Party Committee's Standing Committee on the establishment and personnel decisions of advisory agencies and public service units under the Provincial Party Committee, including: Provincial Party Committee Office, Provincial Party Committee's Organizing Committee, Provincial Party Committee's Inspection Committee, Provincial Party Committee's Propaganda and Mass Mobilization Committee, Provincial Party Committee's Internal Affairs Committee, Provincial Political School, Gia Lai Newspaper and Radio, Television, and the Provincial Vietnam Fatherland Front Committee. At the same time, the decisions to establish 4 Party Committees under the Provincial Party Committee were announced, including: Provincial Military Party Committee, Provincial Public Security Party Committee, Provincial Party Committee of Party agencies and Provincial People's Committee Party Committee.
Representatives of the Office of the National Assembly Delegation and the Provincial People's Council announced decisions on appointing personnel for the Provincial People's Council committees, the Office of the National Assembly Delegation and the Provincial People's Council; announced decisions on appointing leaders of the Office of the National Assembly Delegation and the Provincial People's Council.
Representatives of the Department of Home Affairs announced resolutions, decisions on establishment, and personnel decisions of specialized agencies and public service units under the Provincial People's Committee.
Speaking at the conference, Secretary of the Provincial Party Committee Ho Quoc Dung said: The Provincial Party Committee Standing Committee has carefully considered, selected and decided to appoint and assign cadres to take on key leadership and management positions in agencies and units of the province. This is not only the trust and entrustment of the Provincial Party Committee and the Provincial Party Committee Standing Committee, but also a great honor and at the same time a heavy responsibility for each comrade entrusted with this important responsibility.
“I hope that the comrades appointed and assigned this time will continue to promote their revolutionary qualities, working capacity, and spirit of dedication to the collective and the people; constantly cultivate, practice, and maintain solidarity and unity within the agency and unit; be proactive and creative in organizing and implementing tasks, making an important contribution to building a strong, effective two-level government apparatus, serving the people better and better, meeting the development requirements in the new period,” comrade Ho Quoc Dung emphasized.
Regarding the tasks in the coming time, the Provincial Party Secretary requested the agencies, units and comrades who have just been assigned tasks to urgently review and complete the functions, tasks, organizational structure and working regulations of each agency and unit; clearly define the position, role and working relationship between organizations in the political system. Assign specific and clear tasks to each leader to promptly direct and operate, ensuring the apparatus operates smoothly, effectively and efficiently; absolutely do not allow gaps, overlaps or interruptions in leadership and management.
At the same time, organize the handover of finance and assets in a strict, scientific and correct manner; fully and promptly implement the regime and policies for cadres, civil servants and public employees affected by the rearrangement process, ensure legitimate rights, stabilize psychology and ideology and create conditions for cadres to continue to contribute.
In addition, it is necessary to do a good job of ideological work, creating a high level of consensus in awareness among cadres, party members and the people. Strengthening the direction and guidance of expertise and profession for newly established communes and wards; regularly staying close to the grassroots, grasping the situation, promptly removing difficulties and obstacles right at the grassroots. Each cadre and party member, especially the leader, needs to promote a high sense of responsibility, dare to think, dare to do, dare to take responsibility for the common good.
“After the arrangement and merger, the number of deputy heads at the department and branch levels will be very large. The heads of the units must have a democratic, public and transparent division of tasks to promote the strengths of each cadre. There must be absolutely no ideology of “your province, my province”, all must be in a unified and united body. The province will handle the head of any agency or unit that allows this situation to occur first. At the same time, in the process of performing tasks, if any complicated problems arise, agencies and units must promptly report to the provincial leaders for handling, not to interrupt work”, the Provincial Party Secretary noted.
On behalf of the comrades receiving new tasks, Head of the Provincial Party Committee's Organization Committee Mai Viet Trung thanked the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee for entrusting him with the important task and promised to promote all his capacity and uphold his sense of responsibility to successfully complete the assigned tasks, contributing to the successful implementation of the province's common political tasks.
