On July 24, in Hanoi, on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the Ministry of Home Affairs coordinated with the Ministry of National Defense , the Ministry of Public Security, Nhan Dan Newspaper, and the Hanoi People's Committee to organize a meeting with people with meritorious services and outstanding historical witnesses in 2025.

Also attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members; leaders of central departments, ministries and branches; representatives of socio-political organizations and localities across the country.
In particular, 250 typical delegates are Vietnamese Heroic Mothers, Veteran Revolutionary cadres, Pre-Uprising cadres, Heroes of the People's Armed Forces, Labor Heroes during the resistance war, historical witnesses representing generations of people with revolutionary contributions through the periods with many contributions to the revolutionary cause, building and defending the Fatherland.
Speaking at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that the country has over 9.2 million people who have contributed to the revolution, including more than 1.2 million martyrs, nearly 140,000 Vietnamese Heroic Mothers, more than 600,000 wounded and sick soldiers, along with millions of people who are relatives of martyrs, revolutionary activists, resistance fighters, imprisoned by the enemy, or exposed to toxic chemicals...
Today's meeting with people with meritorious services and historical witnesses is a continuation of the fine tradition of "When drinking water, remember its source" and "Repaying gratitude" that has been preserved and promoted over thousands of years of history of the Vietnamese people. It is an opportunity for the Party, State and the whole society to express their deep gratitude for the sacrifices and contributions of generations of people with meritorious services to the revolution.
The Minister emphasized that, deeply imbued with the nation's fine traditions and morality and the teachings of President Ho Chi Minh, over the past 78 years, our Party, State and People have always paid attention to, cared for and done well the work of showing gratitude to those who have contributed to the revolution and their families.
The Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution and its guiding documents have promptly institutionalized the Party's viewpoints, policies and guidelines on preferential treatment for people with meritorious services to the revolution. The target group of people with meritorious services is increasingly expanded, and preferential treatment is increasingly enhanced, closely linked to ensuring social justice and progress.

Over 41,800 houses are supported for new construction and repair.
According to Minister Pham Thi Thanh Tra, from 2024 to now, more than 7,000 pending cases have been basically resolved, including more than 2,400 martyrs and more than 2,700 war invalids and people enjoying policies like war invalids recognized by the Prime Minister.
The preferential subsidy standard in 2025 increased by more than 70% compared to 2021, contributing to significantly improving the lives of people with meritorious services. Over the past nearly 2 years, the whole country has supported the construction and repair of houses for people with meritorious services, with the basic results of completing over 41,800 houses, from the state budget of 1,970 billion VND and sources of mobilization and support from organizations and individuals.
Since the beginning of 2025, during Tet and major national holidays, taking care of people with revolutionary contributions has been a task that the Party, the State and the whole society have paid attention to and respected, bringing warm feelings to people with revolutionary contributions and their relatives with a support amount of over 1,400 billion VND for 3.26 million people. Savings books have been supported for people with revolutionary contributions since 2019, with over 57,000 books with a total savings amount of over 124,000 million VND.
Responding to the expectations of families with revolutionary contributions, the search and collection of martyrs' remains was carried out with the highest determination. The project to identify martyrs' remains with missing information was carried out with the meaning of a responsibility, a sacred moral duty. There are 3,000 cemeteries and 4,000 works honoring martyrs nationwide that have been invested in, built and renovated to become red addresses to educate revolutionary traditions.
The system of facilities serving nursing, care for wounded soldiers, sick soldiers and people with meritorious services has been invested in a synchronous and modern direction, gradually better meeting the needs of both material and spiritual conditions for policy beneficiaries.
It is worth appreciating that showing gratitude to those who have contributed to the revolution has become a lasting value in the consciousness and noble responsibility of the entire political system and society. Activities to show gratitude to those who have contributed to the revolution continue to be organized regularly, with diverse forms and practical content, creating a widespread effect in social life.
Up to now, over 98.6% of households of meritorious people have a standard of living equal to or higher than the average standard of living in the residential area where they live. This is an important result that vividly demonstrates the Party's policy has been put into practice for meritorious people on the basis of State policies and the solidarity of the whole society towards meritorious people.
In particular, we are extremely impressed and respectful of those who have contributed, the wounded and sick soldiers who, despite carrying war wounds, still maintain their heroic spirit, live usefully, are full of determination, constantly strive to improve their lives, become the spiritual support for their families, and are shining examples for the country's young generation to follow.
"They wrote beautiful pages of history in peacetime, making silent but great contributions to the country's construction," the Minister of Home Affairs said.
Minister Pham Thi Thanh Tra emphasized that the leadership, companionship, sharing, and support for practical and meaningful gratitude movements have deeply and specifically demonstrated the sentiments and responsibilities of the whole society towards those who have contributed to the revolution, becoming a cultural beauty, consolidating the strength of the great national unity bloc.

Preferential policies for people with meritorious services: Towards comprehensiveness, modernity and humanity
With the responsibility of being the state management agency for people with meritorious services to the revolution, the Ministry of Home Affairs, in close coordination with sectors and levels in the political system, will continue to innovate thinking, make efforts to advise the Party and State to perfect institutions and policies for people with meritorious services in the direction of serving, modernity, comprehensiveness, inclusiveness, efficiency and humanity; fully and effectively implement the policy orientation for people with meritorious services in the spirit of Resolution No. 42 of the 13th Central Executive Committee.
That is "Focus on implementing preferential policies for people with revolutionary contributions; pay attention to caring for the material and spiritual lives of people with revolutionary contributions, especially those in remote areas and those facing difficulties in life. Continue to raise the standard level of subsidies and preferential allowances towards the highest level in social policies".
Continue to strongly arouse the spirit of patriotism and the morality: "When drinking water, remember its source", spread the spiritual value of gratitude and civic responsibility towards those who have contributed to the revolution, contribute to fostering cultural values, national spirit, and build the image of a rich, prosperous, civilized, humane, and benevolent Vietnam.
At the same time, make more efforts in searching for and identifying the remains of martyrs when there are still 200,000 martyrs who have not been gathered, nearly 300,000 martyrs whose information has not been identified, to ease the pain of waiting for information of mothers, wives and families of martyrs; regularly honor, praise and spread the value of dedication of people with merit in society, create conditions for people with merit to continue contributing to the community, becoming a source of inspiration to educate the tradition of patriotism and revolutionary ideals for the younger generation.
