Due to the influence of cold air and high-altitude easterly winds, from November 13 to 15, the Central region experienced heavy rain, with the center of the rain being in Thua Thien Hue. The North-South railway through Van Xa station, Huong Tra town, Thua Thien Hue province was submerged in floodwaters and had to be blocked from 8:00 a.m. on October 15. Heavy rains damaged several infrastructure locations such as the railway bridge and tunnel No. 8 on the Thua Luu - Lang Co route.

Trains SE4 and SE6 had to stop at Hue station; train SE1 stopped at Dong Ha station; SE3 waited at Dong Hoi station; SE19 at Quang Tri station; SE8 at Da Nang station, affecting more than 1,000 passengers. Because the roads were also flooded, passengers were not transported by road and had to eat and drink for free on the train.
