Hai Phong City People's Committee has issued Decisions on investment policies for the Flower Garden Projects of Phu Lien Ward, Nam Son Ward, and Hanh Phuc Lake of Tran Thanh Ngo Ward in Decisions No. 1041/QD-UBND dated April 20, 2023; No. 1038/QD-UBND dated April 19, 2023 and No. 1026/QD-UBND dated April 19, 2023.

Currently, the Hai Phong Department of Construction is appraising and submitting the project to the City People's Committee for approval. The project is expected to be approved in the third quarter of 2023.

The above projects are implemented with the aim of beautifying and upgrading the central urban area, creating landscapes and public works for social welfare with high cultural value. Improving the spiritual life quality of people in the inner city area. Building, developing and modernizing Hai Phong urban area with green and civilized characteristics and identity, contributing to completing the criteria of a type 1 urban area of the city.

In addition, improving the status of vacant land, ineffective land use, and land that does not ensure environmental landscape, contributing to improving green tree indicators according to regulations. Serving residents in Phu Lien, Nam Son and Tran Thanh Ngo wards.

The Hanh Phuc Lake flower garden project in Tran Thanh Ngo ward will be renovated on an area of about 2 hectares, including technical infrastructure works such as: walking paths, trees, public toilets...

The Phu Lien ward flower garden project will be built on an area of about 0.95 hectares, including technical infrastructure works such as: walking paths, trees, water supply and drainage systems, lighting systems, etc.

The Nam Son Ward Flower Garden project will be built on an area of about 0.5 hectares, including technical infrastructure works such as: Walking paths, trees, water supply and drainage systems, lighting systems, etc.

The investment program to build parks and flower gardens in districts in the period of 2021-2025 is a major policy of Hai Phong city, approved by the City People's Council in Resolution No. 06 dated April 12, 2022, the City People's Committee approved the feasibility study report in Decision 3311 dated October 4, 2022.

The resolution aims to renovate and upgrade the central urban area, create landscapes and public works for social welfare with high cultural value; improve the quality of spiritual life of people in the inner city area and build, develop and modernize Hai Phong urban area with green and civilized characteristics and identity, contributing to completing the criteria of a first-class urban area of the city.

At the same time, improve the status of vacant land, ineffective land use, land that does not ensure environmental landscape; contribute to raising the green tree index according to regulations. Each ward has at least one park, flower garden, green tree area of about 5,000 m2 suitable to the actual situation and land use of the locality, serving residents in the housing unit, especially the elderly and children, ensuring easy access and use.
