
The draft Decree regulating the policy of supporting lunch for primary and secondary school students studying in land border communes was proposed by the Ministry of Education and Training for students who are Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined and are living in Vietnam studying in primary and secondary schools in land border communes.
The regulation does not apply to primary school students and secondary school students who are subject to the provisions of Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government on policies for nursery children, students and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with nursery children and students enjoying the policy.
Accordingly, the proposed support level for primary school students is 400,000 VND/month. The support period is calculated based on the actual number of months of study, but not exceeding 09 months/school year.
Each student is supported with 8 kg of rice/month. The support period is calculated based on the actual number of months of study, but not exceeding 9 months/school year.
For secondary school students, the meal allowance is 450,000 VND/month per student. The support period is calculated based on the actual number of months of study, but not exceeding 9 months/school year.
Each student is supported with 8 kg of rice/month. The support period is calculated based on the actual number of months of study, but not exceeding 9 months/school year.
The level of food allowance as prescribed in this Decree will be considered for adjustment when the consumer price index (CPI) increases by 10% or more.
The draft Decree clearly states that primary and secondary school students who are subject to the policies prescribed in this Decree and are also subject to the same type of policy prescribed in other legal documents will only enjoy the highest level of that policy.
Primary and secondary school students who are beneficiaries of other policies on preferential subsidies, social subsidies, and scholarships to encourage learning are still entitled to the policies prescribed in this Decree.
