According to Mr. Nguyen Van Khang, Head of the Ethnic Minorities Committee of Dong Nai province, the results of the review of poor and near-poor households at the end of 2023 (applied to 2024) in the province approved in Decision No. 100/QD-UBND dated January 12, 2024 showed that the whole province has 597 poor households and 860 near-poor ethnic minority households. Through the review, there are 520 ethnic minority families in need of financial support to build new or repair houses.
In order to avoid temporary and dilapidated houses, Dong Nai province has recently combined capital from poverty reduction programs and projects to support poor and near-poor households in need of repairing and renovating their houses. In addition to local ethnic minority households, Dong Nai province also has 29,200 ethnic minority people migrating to Dong Nai to work, temporarily reside, and rent accommodation in areas with concentrated industrial parks.
For the Fund for the Poor alone, in the period of 2019 - 2024, the Vietnam Fatherland Front Committee of Dong Nai province received more than 121.6 billion VND, an increase of 6.9 billion VND compared to the term 2015 - 2019. For example, the project "Building 07 friendship houses" for ethnic minority families with housing difficulties in Thanh Son commune, Dinh Quan district, sponsored by Les Enfants du Dragon (LEDD/France). The project was approved by the Provincial People's Committee in Decision No. 1809/QD-UBND dated August 1, 2023; with a total capital of 420 million VND, implemented by the Provincial Ethnic Committee. The project has built new houses for 7 ethnic minority households in Thanh Son, which were handed over at the end of September 2023.
Support to eliminate temporary housing
With the mobilized resources, Dong Nai province continues to maintain the results of the movement to join hands to eliminate temporary and dilapidated houses. In addition, the province's goal is not only to achieve the number of families receiving housing support but also to increase the cost of each house to ensure construction quality and durability of the project.
According to Mr. Nguyen Van Khang, in the process of building solid houses for poor households, near-poor households, and policy families in Dong Nai, the province applied the 3-on-site model: Initial funding source, family and relatives' contributions, and the government mobilizing the community for additional support.
In 2024, Dong Nai province will build and repair 213 solidarity houses and charity houses for poor households and ethnic minority households in difficult circumstances in the province, with a budget of 14,701 billion VND.
Therefore, although the standard level of support for charity houses for poor households applied by the Provincial Fund for the Poor is 80 million VND/house, after completion, each house in the province costs from 100 million VND or more; many houses have a construction cost of nearly 250 million VND.
“During the implementation of the housing support policy, propaganda work has been focused on by the local government. Thanks to that, ethnic minorities have realized their responsibilities and obligations in the process of completing their houses,” Mr. Khang shared.
The work of eliminating temporary, damaged and degraded houses in ethnic minority areas of Dong Nai province in the coming time will be supported by the capital source of the National Target Program 1719. According to the plan, the total cost of implementing projects under the National Target Program 1719 of Dong Nai province is 935,802 billion VND, including housing support.
Mr. Nguyen Van Khang said that the province is currently reviewing the needs of implementing the National Target Program 1719 to implement Project 1, in which priority is given to building new and repairing houses and providing domestic water in a decentralized manner. At the same time, implementing projects according to Plan No. 121/KH-UBND, dated May 12, 2023 of the Provincial People's Committee, the Ethnic Minorities Committee is coordinating with departments, branches and localities to review and register capital from public investment sources and career sources for implementation in the period of 2023 - 2025.
At the 4th Congress of Ethnic Minorities in Dong Nai Province in 2024 held on November 22, 2024, Minister and Chairman of the Ethnic Minorities Committee Hau A Lenh proposed that Dong Nai Province immediately implement 06 tasks right after the Congress. The Government aims to successfully implement the Program "Eliminating temporary and dilapidated houses for the poor by 2025" nationwide before April 30, 2025. To soon complete this goal, at the first meeting of the Central Steering Committee to eliminate temporary and dilapidated houses nationwide, held on November 11, 2024, the Prime Minister agreed that from November 10, 2024, the support level for eliminating temporary and dilapidated houses will be increased to 60 million VND/newly built house (currently 50 million VND) and 30 million VND/repaired house (currently 25 million VND); along with the state budget, it is necessary to encourage forms of socialization. The Prime Minister assigned the Ministry of Finance to take the lead in proposing, arranging, and providing guidance on the state budget; Requires the use of funds from the 5% state budget savings source and housing support funds from the two National Target Programs to be smooth and quick.
