Operate the machine without interruption
On June 24, leaders of the Phu Xuan District Party Committee and People's Committee met and discussed with the staff and civil servants of the new Phu Xuan Ward - an administrative unit merged from 6 old wards and officially put into operation from July 1. This is one of the important preparation steps to ensure the two-level local government model operates smoothly from the very beginning.
District Party Secretary Vo Le Nhat, who was assigned to hold the position of Party Secretary of Phu Xuan Ward, said that as a ward-level administrative unit with the largest population in the city, the apparatus must be organized systematically, disciplined and effective from the beginning.
According to Mr. Nhat, this is not only a change in administrative structure but also a shift in management thinking. With a total staff of up to 140 people and expected to be reduced by about 40 people in the next 5 years, the organization and assignment of tasks must be scientific , transparent, and put the interests of serving the people first.
“No one should be left out, no department or office should be behind the curve,” Mr. Nhat said, calling on all officials and civil servants to proactively adapt and update new legal regulations, ready to operate the two-level local government model.
According to Mr. Nguyen Viet Bang, acting Chairman of Phu Xuan District People's Committee, who was assigned to hold the position of Chairman of Phu Xuan Ward People's Committee, the ward's apparatus is arranged into 4 departments: Office, Economic Department, Cultural - Social Department and Public Administration Department. In 2025, it is expected that about 25 cadres will retire according to the regime, so the personnel arrangement must ensure inheritance, stability and flexibility.
All key positions must operate synchronously from July 1, without any administrative interruption. Currently, the regulations on the functions and tasks of each department and position have been completed. "All officials need to proactively study and grasp the legal regulations to advise and operate effectively," Mr. Bang emphasized.
The leaders of the District Party Committee and People's Committee requested that the handover of documents and files from the old wards must be carried out directly and carefully, ensuring that there is no loss. The detailed organizational chart of the Party Committee, People's Committee and the new ward Front has also been announced, helping cadres quickly grasp the structure and workflow.
Spirit of initiative, continuity and innovation
In Huong So ward ( Hue city), the model of Huong An ward Public Administration Center (the ward merged into the new model) has been put into testing.
On the very first day, Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Nguyen Van Phuong directly inspected the activities at the center: Using the QR system to look up procedures, get queue numbers and evaluate infrastructure and operating equipment.
Chairman of the City People's Committee Nguyen Van Phuong assessed that the system has basically stabilized; at the same time, he noted that it is necessary to continue reviewing and supplementing shortcomings to serve people smoothly when it officially operates.
According to Mr. Nguyen Dinh Tuan, Chairman of the People's Committee of Huong An Ward (new), all equipment has been fully installed, including 10 transaction booths, 8 of which are currently in operation. The staff has also been strengthened, ready to receive and handle administrative procedures on the spot for the people.
The breakthrough of the two-tier local government model is the decentralization of some administrative authority from the district level to the ward level. Records such as construction permits, land transactions, business registration... will be handled directly at the ward-level public administration center.
“We assign staff to support people step by step to get used to the new process. All for the purpose of serving faster and more conveniently,” Mr. Tuan informed.
Phu Xuan District Party Secretary Vo Le Nhat said that the district has established a specialized working group consisting of members of the Standing Committee, officials of old wards and the People's Committee office to support the new ward in completing legal procedures...
Chairman of Hue City People's Committee Nguyen Van Phuong highly appreciated Phu Xuan's initiative in preparing personnel, infrastructure and organizational structure for the new wards. "New ward leaders are no longer people waiting for instructions, but must take the initiative to act, demonstrate their role and responsibility to the people," Mr. Nguyen Van Phuong emphasized.
