As a multidisciplinary scientific research unit of the Army, in the past term, the entire Party Committee of the Military Science and Technology Institute has strictly followed the leadership and direction of the Central Military Commission, the Ministry of National Defense , the Party Committee of the General Staff - Ministry of National Defense and functional agencies, with many innovations and creativity in leadership, direction, and comprehensively and successfully implementing the goals and tasks. Notably, the Institute has performed well the function of advising, proposing and organizing effective research on military science, technology and technology issues, creating many products with high scientific content, linked to practical needs, promptly serving the training and combat readiness tasks, contributing to the gradual modernization of the Army. Along with that, the doctoral training work has also been implemented by the Institute with quality, efficiency and practicality, creating high-quality human resources for the Army and the country.

In the 2025-2030 term, the new situation sets very high requirements for the Military Science and Technology Institute. The Institute determines to continue to proactively overcome difficulties, take advantage of advantages, promote comprehensive strength, and is determined to build the Institute into a strong, specialized research center in the Ministry of National Defense, capable of leading and developing strategic technologies. Organizing scientific and technological research to ensure quality and efficiency, mastering core technologies and strategic technologies to serve the research, design, and manufacture of strategic weapons and technical equipment (VKTBKT). In addition, the Institute focuses on advising, consulting, and appraising the Ministry of National Defense on research and development of advanced, specialized, and multidisciplinary science and technology; improving and modernizing existing VKTBKT; exploiting, mastering, and ensuring the techniques of new types of VKTBKT to meet the requirements of training and combat readiness tasks; Do a good job of training high-quality science and technology human resources to serve the construction and modernization of the Army.

To successfully complete the goals and tasks in the coming term, it is necessary to implement many synchronous solutions. First of all, the Institute has a high level of unity in ideology and awareness, resolutely implementing the organization of forces in the direction of being lean, compact, and strong, quickly putting the Institute into effective operation according to the new organizational model. This is a fundamental issue, requiring consensus and high determination. The implementation process must closely combine ideological work, organizational work and policy work, promptly resolving arising problems and shortcomings.

The Institute continues to strongly innovate scientific research thinking in a practical direction, in line with the needs of the Army, with strategic orientation, clear people, clear work, clear results. Innovate the working style, leadership and direction methods of the team of leaders and commanders at all levels to ensure democracy, science, discipline, dare to think, dare to do, dare to take responsibility, say what you do; expand the assessment of staff quality through "quantifying" work efficiency. Innovate management mechanisms to remove difficulties and shortcomings, create a professional working environment, promote the dynamic and creative spirit of the team of scientific staff.

At the same time, the Institute effectively carries out the work of building and developing scientific and technological potential, scientific and technological cooperation at home and abroad, focusing on building a team of qualified, capable and qualified scientific staff, forming many strong research groups, leading experts, increasing investment, upgrading, effectively exploiting the system of facilities, laboratories, proposing to open new potential investment projects to serve scientific research work well. Improve the quality of building a strong unit in terms of politics, ideology, ethics, organization and staff; create solid and substantial changes in the implementation of all aspects of work, especially building a regular unit, maintaining strict discipline, contributing to building a comprehensively strong Institute "exemplary, typical", a clean and strong Party Committee of the Institute exemplary.

In parallel with implementing the above-mentioned main policies and solutions, the Military Science and Technology Institute will focus all resources to create breakthroughs, effectively carry out key scientific and technological tasks, target products, key programs, national and Ministry of National Defense level topics; promote applied research, create practical scientific and technological products, associated with the practical needs of units, especially units moving straight to modernity.
