Editor's note: Businesses need workers, there is no shortage of candidates, but there is still a situation of workers without jobs or not doing the expected jobs. There are many reasons, but the reality shows that businesses are demanding higher and higher quality and productivity from candidates.

It is a fact that many corporations and businesses need to recruit tens of thousands of new workers to meet orders and expand factory scale when determining Vietnam as a production base and long-term development.

At nearly 4 p.m., at the recruitment area of about 50 square meters of LITEON Vietnam Co., Ltd. ( Hai Phong City), the recruitment staff was still busy testing the knowledge and Chinese proficiency of a young candidate.

We see that Vietnam has many resources to support business development, both in terms of government policies and labor resources. Therefore, we are very optimistic and positive in our long-term investment strategy here.

Mr. CHOU I-WEN (Foxconn Vietnam)

Busy "hunting" for new candidates

Previously, when coming to an interview, candidates would have to fill out many forms about personal information, take a portrait photo and submit various documents.

Currently, employees only need to bring a chip-embedded citizen identification card and take a photo. The system will transfer all profile information to the HR department, all processes are done online, saving time and reducing errors.

Mr. Henry Chien, HR Director of LITEON Vietnam Co., Ltd., said that the company had about 1,000 employees in early 2024. However, with its development orientation, LITEON Group focuses on investing in Vietnam and bringing production lines from Taiwan and many other places here.

"Currently in Vietnam, the company has about 5,000 employees, its scale has increased five times and it is expected that by the end of 2025, the factory's workforce will need about 8,000 people," Mr. Henry Chien informed.

In March 2025, LITEON Group broke ground on a factory in Song Khoai - Amata Industrial Park (Quang Ninh province) which is four times larger than the factory in VSIP Hai Phong Industrial Park and will require about 20,000 employees when it comes into operation in 2026-2027.

With the main products being high-tech products for notebooks, adapters, smartphones, smart mice, the company needs about 80% of unskilled labor and about 15-20% of skilled labor with engineering, production management, supervision qualifications...

"Having had difficulty recruiting, we considered expanding our recruiting sources as well as streamlining our existing processes.

Like the factory in Hai Phong, we not only recruit workers to ensure this factory but also meet the needs of the future factory in Quang Ninh," he added.

Forecast of strong increase in recruitment demand

According to the Labor Market Bulletin for the first quarter of 2025 published by the Institute of State Organization and Labor Sciences (Ministry of Home Affairs), the country has 52.9 million workers, of which nearly 29% have degrees and certificates. The number of employed people is 51.9 million, an increase of more than 530,000 compared to the same period in 2024.

Recruitment trends are towards university graduates (nearly 53%), followed by college and intermediate graduates (about 40%) and only nearly 7% do not require technical expertise.

In terms of positions, about 67% of the recruitment needs are for employees, the rest are for middle, senior or temporary managers. The most recruited occupations are technical workers, sales - management staff, sales staff...

Notably, more than 60% of businesses do not require experience. This means opening up great opportunities for new graduates and workers changing careers.

It is forecasted that in the second quarter of 2025, the whole country will have 52.2 million employed people, an increase of about 350,000 people compared to the previous quarter. In which, demand increased sharply in the garment manufacturing industry and the production of rubber and plastic products.

Ms. Thai Thu Xuong, permanent vice president of the Vietnam General Confederation of Labor, said that since the beginning of 2025, the demand for labor recruitment has been on the rise. In particular, the second quarter of 2025 is the time when the labor market is bustling and needs a lot of human resources.

It is forecasted that industries such as industrial production, processing, manufacturing, textiles, footwear, trade services, health care, information technology, and digital transformation will recruit many new employees.

"Labor-intensive businesses such as textiles and footwear continue to recruit workers to boost production and speed up delivery," said Ms. Xuong.

Meanwhile, Permanent Vice Chairman of Bac Giang Provincial People's Committee Mai Son said that the locality is among the group with the highest economic growth rate in the country, the province's new recruitment needs need about 110,000 workers to meet production and business needs in 2025.

"Enterprises, authorities, and recruitment agencies are all actively promoting information, job opportunities, working conditions, and taking care of workers to find and supplement the labor shortage," said Mr. Mai Son.

Recruiting tens of thousands of workers

Mr. Chou I-Wen - Deputy General Director in charge of the headquarters of Foxconn Vietnam, an electronics company in Bac Giang province with more than 94,000 employees - said that it is expanding production and needs to recruit about 40,000 workers in 2025. He said that he is currently implementing more than a dozen large-scale investment projects in five provinces and cities in Vietnam.

According to Mr. Chou I-Wen, Foxconn is interested in the fields of information and communication technology, semiconductors, and oriented towards 3+3 development.

These are three main industries including electric cars, digital health, robots combining three core technologies of artificial intelligence, semiconductors, and new generation communication technology. The Group currently needs many personnel in the fields of high technology and new technology.

In the first quarter of 2025, Foxconn has recruited many unskilled workers to ensure production. "Workers can work with peace of mind without worrying about being affected by the seasonality of orders, ensuring stability and sustainable development with the business when coming to us," he affirmed.

Need policy support

Director of Lang Giang Textile and Garment Joint Stock Company and CEO of Bac Giang Garment Corporation - Mr. Nguyen Van Hanh - said that with about 30,000m2 of factory specializing in manufacturing and processing garments for export, the company needs about 1,000 more workers this year.

The company needs both unskilled and skilled workers. With skilled workers, the time to learn and approach the job will be faster and shorter. Meanwhile, with unskilled workers, the company has a training regime and arranges them to work in suitable stages on the production line to catch up with the system.

According to Mr. Hanh, with the developments and impacts of tariff policies, we hope to carefully consider policies before issuing or reducing taxes and fees, adjusting unemployment insurance and occupational accident insurance premiums.

"The extension and delay in payment of contributions will help businesses have time and resources to promote their staff, create stable revenue to be able to better care for and support their employees," Mr. Hanh expressed.
