Discussing the program of building houses for poor households and policy families in Dien Bien, comrade Vu A Bang, Vice Chairman of the People's Committee of Dien Bien province said: Implementing Decision No. 539/QD-TTg dated June 19, 2024 of the Prime Minister on implementing the movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", with the participation of the entire political system in the province, Dien Bien is focusing on leading, directing and effectively managing resources to complete the goal.

Through review, Dien Bien determined that in 2025, the whole province will have 7,393 poor households and policy families in need of support for renovation and repair. According to the support regulations, ensuring the right subjects and regulations, Dien Bien has classified support into each group. Specifically, according to the housing support program for people with revolutionary contributions and martyrs' relatives, there are 155 households eligible for support, with a total budget of 6.12 billion VND; The National Target Program for Sustainable Poverty Reduction has 1,328 poor households eligible for support, with a total budget of 77.7 billion VND; The National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas, supports 523 households with a total budget of 23 billion VND. The program "Joining hands to eliminate temporary and dilapidated houses" alone supports 5,358 poor households and ethnic minority families in difficult circumstances with a total budget of more than 304 billion VND.

Following the direction of the Provincial People's Committee and wishing to contribute to helping poor households and policy families soon have stable housing, many units and collectives have joined in with responsibility, with the spirit: "Whoever has contributed contributes, whoever has contributed, whoever has little contributes little, whoever has much contributes much". Pioneering in supporting poor households to build houses, eliminating dilapidated houses, the model "Government - People - Armed Forces build houses together" has been implemented by officers and soldiers of the police, military and border guards, bringing about clear results. Directly calling for resources, many officers and soldiers of the armed forces of Dien Bien province do not mind the hardship, struggling to carry each brick and bag of cement up the slope to build houses for poor households and poor households affected by natural disasters.

Lieutenant Colonel Mua Chien Cong, Deputy Chief of Political Affairs of the Dien Bien Provincial Border Guard Command, said: According to the assignment of the command leaders, there are currently 20 officers and soldiers directly transporting materials to build houses for families in Hang Pu Xi village, Xa Dung commune. Transporting materials encountered many difficulties because of slippery roads and steep slopes, but with affection and responsibility towards the people, officers and soldiers of the Dien Bien Provincial Border Guard have worked hard every day.

As a poor household in Na Sang village, Na Sang commune, Quang Van Phuong, who received support from the Department of Construction with unburnt bricks to build a new house, said: “My family was fortunate to receive support with unburnt bricks and was instructed on house building techniques by young people, so the entire support fund (50 million VND) was used to buy materials; the work was done with the help of the villagers. Thanks to that, my family's house is not only spacious, beautiful but also very sturdy. I am very grateful to the government, units and people who joined hands to help my family live in the house I have dreamed of for so long,” said Phuong.

Also assigned to support the construction of houses for poor households in the program to eliminate temporary and dilapidated houses, the Department of Construction has proactively connected with a number of enterprises to support cement and stone to make unburnt bricks for poor households to build houses. Comrade Bui Van Luyen, Director of the Department of Construction of Dien Bien province, said: From the source of materials (cement and stone) supported by a number of enterprises, the Department has assigned the union members and youth to make unburnt bricks, then provide them to families to build houses. After three months of implementation, up to now, the union members and youth have made 8,000 bricks to help two poor households in Na Sang commune build houses. In Dien Bien Phu ward, the union members and youth have produced 35,000 bricks to send to localities to support poor households to build houses.

With the responsible participation and creative approach of sectors and localities, Dien Bien province has basically completed building houses for poor households according to each specific program. According to comrade Vu A Bang, Vice Chairman of Dien Bien Provincial People's Committee, by the end of July, the locality had completed the construction and repair of all 155 houses (100%) for families with revolutionary contributions and martyrs' relatives; the National Target Program on Sustainable Poverty Reduction had 973 completed houses; the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas had 523 completed houses (100%); the Program on joining hands to eliminate temporary and dilapidated houses had 5,358 completed houses (100%).

Requiring the entire housing program for poor households to be completed before August 31, Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong emphasized the significance of each house to poor households and those in difficult circumstances: "A house for people and poor households is not only a place to live but also a warm home that lights up faith and hope for a happy future." Comrade Tran Quoc Cuong requested that all levels, sectors, cadres and party members continue to uphold the spirit of solidarity, join hands to help poor households build houses, gradually improve people's lives, thereby contributing to firmly consolidating people's trust in the leadership of the Party and State.
