Many households in Muong Lat commune received policy loans for effective economic development.
Trung Ly today is ablaze with new vitality from the expanded, smooth concrete roads, the peaceful countryside with obvious changes. That achievement comes from the correct and effective leadership of the Party Committee, the government, the participation of the entire political system, and the efforts of the people. And accompanying those new marks must mention the practical and effective contributions of the Muong Lat Social Policy Bank.
Previously, the family of Mr. Hoang A Chu, a Mong ethnic in Xa Lao village, Trung Ly commune, was a poor household, had a very difficult life, and had to receive support from the State during the lean months. Although the family's cultivated land area was large, they lacked initial capital to create leverage for production development. In 2023, with the guidance of the Xa Lao village savings and loan group, his family borrowed 100 million VND under the poor household loan program from the Muong Lat Social Policy Bank to invest in family economic development. Mr. Chu used the loan to buy buffaloes and cows for fattening and breeding. His diligence and hard work were "rewarded", the buffaloes and cows grew quickly, were not affected by diseases, and brought in hundreds of millions of VND in income each year for his family.
Ms. Lang Thi Phuong in Buon area, Muong Lat commune has also risen to develop her economy and rebuild her life thanks to preferential loans from the Bank for Social Policies. Ms. Phuong is a subject who has completed her prison sentence and was granted a loan by the bank to develop her family's economy and stabilize her life. Muong Lat Bank for Social Policies officers coordinated with Muong Lat town police (now Muong Lat commune) and local authorities to directly visit her house to learn about her family's production needs and guide her to use the capital for the right purpose. With the capital, she and her husband boldly expanded their production scale, creating a stable income, helping themselves to overcome their inferiority complex, gradually rise up and reintegrate into the community. Currently, Ms. Phuong has effectively used the loan, maintaining stable jobs for herself and her family members.
Identifying preferential credit policy capital as a "lever" to support people in mountainous and extremely disadvantaged areas, Muong Lat Social Policy Bank has closely followed the directives and guidelines of the Central Government and the province, quickly bringing policy capital to the right beneficiaries. Lending work is carried out in the direction of shortening procedures, reducing time for processing records; promoting propaganda about the content, role and significance of credit programs so that those in need can clearly understand. From there, the implementation of preferential credit policies quickly meets the needs of the people and brings the highest efficiency.
Director of Muong Lat Social Policy Bank Nguyen Duc Thuong said: “When doing credit in border communes, we are always concerned about how to propagate to people to understand the preferential policies of the Party and the State, from which people boldly borrow capital to develop their family economy. Many households have the orientation to do business but are afraid of not being able to pay the principal and interest; households that are eligible for loans also do not dare to borrow. During the years of working, I do not know how many times I and credit officers had to "stay in the village" to eat and sleep together in the village to propagate about preferential loan policies and mobilize, guide and support people to complete loan applications and procedures. During the process of accompanying poor households and policy beneficiaries, bank officers always monitor and promptly handle overdue debts, through meetings with local associations and organizations to review and check records to grasp the situation and ability to recover debts; actively propagate and raise awareness of debt repayment of borrowing households, contributing to improve capital efficiency. Therefore, by early July 2025, the total outstanding balance of 14 policy credit programs of Muong Lat Social Policy Bank reached more than 334 billion VND for thousands of customers who are borrowing capital.
The preferential loan program of the Muong Lat Social Policy Bank with many flexible methods has become a resource to support poor households in the highlands to develop their economy, build a stable life and escape poverty sustainably. Thereby, contributing to reducing the poverty rate of the locality, creating people's trust in the social security policies of the Party and the State, contributing practically to promoting local socio-economic development.
