Deputy Minister of Industry and Trade Truong Thanh Hoai chaired the workshop. The event brought together leaders of the Vietnam Dairy Association, milk production and processing enterprises, experts and scientists.
According to a report by Dr. Nguyen Xuan Duong, Chairman of the Vietnam Livestock Association, in recent years, Vietnam's dairy farming has remained small-scale and unable to control domestic raw materials. The Vietnamese dairy market is heavily dependent on imported milk powder for reconstitution. This situation has led to the consequence that domestic consumers are not able to access optimal nutrition from fresh milk. At the same time, importing milk powder and reconstituting it into liquid milk products will reduce the motivation of the dairy farming industry, leaving Vietnamese farmers outside the dairy industry's value chain.
Statistics show that raw fresh milk production has decreased rapidly from an increase of 17.7% per year in the 2010-2015 period to 3.3% per year in the 2020-2024 period. Without timely adjustments, Vietnam will face the risk of not reaching the target of 2.6 - 2.8 million tons of fresh milk by 2030.

Vietnam is setting a goal of being self-sufficient in about 60% of fresh milk for the dairy industry after 2030, and by 2045, bringing the output of all kinds of milk to about 100 kg/person/year. This goal is completely feasible because the domestic livestock farming space and milk market are still very large.
Currently, the average number of dairy cows in Vietnam is only 3.3 cows/1,000 people, equal to 1/3 of Thailand and Japan; equal to nearly 1/2 of Korea; more than 1/4 of Israel and only 1/26 of the Netherlands. With natural and socio -economic conditions, Vietnam has the advantage of raising dairy cattle more widely than Japan and Israel. Therefore, by the 2030s, the dairy herd can increase 4-5 times, reaching 1.3-1.5 million cows, corresponding to raw fresh milk output of 4.3-5 million tons.
Speaking at the workshop, Deputy Minister of Industry and Trade Truong Thanh Hoai emphasized the essential role of the dairy industry in ensuring community nutrition, contributing to improving the stature, physical strength and intelligence of Vietnamese people. At the same time, this is a strategic industry of sustainable agriculture , promoting the modern food processing industry and increasing the competitiveness of Vietnamese goods in the international market.
To achieve the goal by 2030 and the vision to 2045, increase the level of self-sufficiency in domestic raw materials, and increase per capita milk consumption, the Deputy Minister said that it is necessary to implement a synchronous development strategy from raw material areas, processing technology, logistics to distribution; at the same time, perfecting mechanisms and policies to attract investment, encourage innovation, and promote value chain linkages.
