On September 13, Minister of Education and Training Nguyen Kim Son chaired a meeting of the Council for Appraisal of the Planning of the Network of Higher Education Institutions (HEIs) and Pedagogy for the 2021-2030 period, with a vision to 2050.

Minister of Education and Training Nguyen Kim Son said that the education sector has two plans under construction: Planning for the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050; Planning for the system of specialized educational institutions for people with disabilities and the system of centers supporting the development of inclusive education for the period 2021 - 2030, with a vision to 2050.

Regarding the planning of the network of higher education and pedagogical institutions for the period 2021-2023, with a vision to 2050, the Drafting Committee has carried out the planning carefully, seriously, scientifically , practically, and cautiously and has submitted it step by step. This is not the first planning. At each specific time, the network planning is the basis for developing the higher education system, contributing to the implementation of the educational goal of reaching the advanced regional level by 2030 and the advanced world level by 2045.

The Minister emphasized the viewpoint of not distinguishing between public and private systems; legal documents create an equal corridor for non-public schools and the desire to promote the increasingly large contribution of the private school system in the system. However, the planning also determined that the public school system must play a leading role to clearly see the responsibility of the State.

The planning also identifies the focus of investment on technology and engineering schools because this is a spearhead, breakthrough investment and is also the direction of the Politburo , the Central Committee, and the Government to promote the development of the country's industrial production sectors.

At the meeting, Mr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education (Ministry of Education and Training) reported on some important contents in the draft Plan for the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050. In particular, it emphasized that by 2030, the total training scale will reach 260 students/10,000 people.

The proportion of university education among people aged 18-22 is 33%. The proportion of master's training scale is 7.2%, doctoral training is 0.8%, STEM training is 35%. By 2030, expand the development space and enhance the capacity of higher education institutions, ensuring that 100% of higher education institutions meet standards; the network is expected to have 240-248 higher education institutions.

According to the draft plan, by 2030, teacher training will no longer be provided at pedagogical colleges or multidisciplinary colleges; at the same time, it will be merged into a pedagogical university or a higher education institution with a school, faculty of pedagogy or basic sciences. At the same time, it is expected to be merged into a local higher education institution; and merged with a number of other local educational institutions.

The planning and arrangement perspective is linked to the socio-economic development orientation of each economic region, meeting the needs of the labor market and the needs of learners. Wherever there are jobs and there will be many jobs in a certain field, then the planning for university development and training fields will be there. Particularly in big cities such as Hanoi and Ho Chi Minh City, the perspective is "expansion, relocation" not just "relocation".

At the meeting, experts and scientists discussed and gave opinions on a number of issues such as: scale, structure of training levels and fields, public-private; on the orientation of developing doctoral training associated with research-oriented universities and at higher education centers; the proportion of STEM training majors; the number of higher education institutions, branches, public/private, central/local structure, plans for arranging higher education institutions, etc.
