VHO - The People's Councils of Khanh Hoa and Ninh Thuan provinces have met and passed a resolution agreeing on the policy of merging the two provinces. People and cultural experts believe that this merger is necessary to create regional linkages, promote strengths to develop the socio-economic development of the two provinces today. However, what to do to retain the names of famous places - "the soul of the land, the soul of the village" ingrained in each local name is the problem.
Cultural identity in each place
Regarding the arrangement of commune-level administrative units of the province, the Standing Committee of Khanh Hoa Provincial Party Committee agreed to arrange 132 commune-level administrative units down to 41 units, a reduction of 91 units, a streamlining rate of 68.93%. The Provincial People's Council met to pass a Resolution on the policy of arranging commune-level administrative units of Khanh Hoa province.
Meanwhile, the Standing Committee of Ninh Thuan Provincial Party Committee has agreed on the policy of rearranging from 62 commune-level administrative units to 24 units, reducing 38 units, a streamlining rate of 61.3%. The People's Councils at all levels of Ninh Thuan province have passed resolutions approving the policy of rearranging commune-level administrative units of the province.
The dossier of the Project on rearranging Khanh Hoa and Ninh Thuan provinces was submitted to the Ministry of Home Affairs on April 29. The Ministry of Home Affairs also submitted to the Government the Project on rearranging commune-level administrative units of Khanh Hoa province (new) on May 5.
The highlight is the revival of place names that have become a source of memories. Tan Dinh Commune, the name that bears the mark of Lord Nguyen from the 17th century for Ninh Hoa land, is now reborn from the fusion of Ninh Xuan, Ninh Quang, Ninh Binh. Tu Bong Commune, a fertile land in the north of Khanh Hoa, is now called by the old names Van Khanh, Van Long, Van Phuoc.
Or Suoi Dau commune, where the research works of Dr. Yersin are imprinted, where there is an irrigation lake and an industrial park of the same name, now crystallized from Suoi Cat, Cam Hoa, Cam Tan, Suoi Tan. Each name is called as a reminder of the origin, of the layers of cultural sediments that have built up this land.
However, on the journey to find identity, there are still geographically oriented proposals, such as Bac Nha Trang ward, Nam Nha Trang ward, Bac Cam Ranh ward, Nam Cam Ranh ward, or the communes of Khanh Vinh Bac, Trung, Tay, Nam, Tay Khanh Son, Dong Khanh Son. These names, although practical, still evoke a bit of regret about the hidden cultural values that have not been exploited.
Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, wholeheartedly affirmed that naming after historical and cultural places is not only a deep desire of the people but also a practical action to preserve the local soul, passing on lessons about the origin to the next generation. The province has carefully listened, thoroughly reviewed, consulted the community and approved the People's Council at the district level to ensure democracy and the highest consensus.
According to Mr. Tuan, this is not just a simple administrative reform but also a long-term development strategy, unleashing the hidden potential of both localities, creating a prosperous land.
Further emphasizing the importance of naming, Mr. Nguyen Tan Tuan shared: "The names of administrative units must first be approved by the community, and at the same time bear the historical, cultural, and traditional imprints of the village, the values that have been painstakingly built by previous generations."
He recalled the places that are deeply engraved in people's minds: "For example, when mentioning Dien Khanh, people immediately think of the four villages of Dai Dien, which marked the heroic fighting tradition of the army and people of Khanh Hoa and Dien Khanh. Or in Ninh Hoa town, there is Ninh Hiep ward. Nha Trang, Cam Ranh, Khanh Son, Khanh Vinh, Van Ninh... are all familiar names, closely associated with the identity of each locality."
Mergers for breakthrough development
Recently, in Khanh Hoa province, the Politburo's Working Group led by Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee worked with the Standing Committees of the Provincial Party Committees of Khanh Hoa and Ninh Thuan provinces on the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee.
Reporting to the working delegation, Standing Deputy Secretary of Khanh Hoa Provincial Party Committee Nguyen Khac Toan stated that, in the past time, the Standing Committees of the Provincial Party Committees of the two provinces have directed the dissemination and strict implementation of the conclusions of the Politburo, the Secretariat and the Resolution of the 11th Conference of the 13th Party Central Committee; established the Steering Committee for the arrangement and merger of administrative units of Khanh Hoa and Ninh Thuan provinces.
The provincial Party Committees of the two provinces have approved the first draft of the Political Report of the Khanh Hoa Provincial Party Congress for the 2025-2030 term; the second draft is expected to be submitted to the Standing Committee of the Provincial Party Committee and the provincial Party Committees of the two provinces in mid-May 2025. The project to establish the Khanh Hoa Provincial Party Committee is expected to be completed by the two provinces and sent to the Central Organizing Committee before June 10.
The two provinces also approved the project to end the activities of the district-level Party Committee and the old commune-level Party Committee, establish new commune-level Party Committees, prepare the content for the new commune-level Party Committee to come into operation from July 1; appoint personnel for the new term of the commune-level Party Committee. The working headquarters of the Provincial Party Committee, the National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee and the official residence will soon be completed, repaired and renovated.

Thereby, proactively preparing early and remotely for the scientific streamlining of staff, civil servants and public employees; other preparation work has also been proactively carried out.
Head of the Central Policy and Strategy Committee Tran Luu Quang suggested that in the coming time, the Standing Committees of the Provincial Party Committees of the two provinces should regularly direct inspections, supervisions, and close monitoring to promptly detect and handle arising problems, ensuring the principles of innovation, arrangement, and streamlining of the apparatus, and building a streamlined, strong, efficient, effective, and efficient political system.
In addition, priority should be given to the implementation of decisive and urgent tasks. Documents of the Khanh Hoa Provincial Party Congress (new) must be prepared in a methodical and directional manner, creating a political foundation for the province after the merger to develop at the highest and most stable speed.
The surplus assets after the arrangement need to be carefully arranged to avoid waste and prioritize serving the health, education and training sectors, and public works. The unfinished projects and works managed by the provincial and district capital construction investment management boards need to be carefully calculated, based on legal regulations and actual situations to resolve appropriately.
