According to Decision No. 338/QD-TTg of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", in the period of 2022-2030, Bac Ninh province is assigned to invest in the construction of at least more than 135,000 apartments for workers and low-income people (of which the old Bac Ninh province has 72,200 apartments; the old Bac Giang province has 74,900 apartments).
To implement the above Project, the Provincial People's Committee has focused on directing departments, branches and localities to resolutely implement solutions such as: Reviewing planning, arranging to ensure land fund for social housing development; adjusting the Housing Development Program to 2030, calling for and attracting investment in social housing projects in the area.
The Provincial People's Committee has established a working group to accelerate the progress of project implementation; assigned tasks to sectors and localities to regularly review project progress; promptly grasp and remove difficulties and obstacles, make recommendations to competent authorities to remove them, and shorten the time to carry out administrative procedures.
Announce and publicize the list of social housing projects eligible for preferential loans of the 120,000 billion VND credit package for projects in the province and send it to the Ministry of Construction . The Provincial People's Committee has directed the Department of Construction to preside over and coordinate with relevant agencies to study and support investors in reviewing documents and selling and leasing social housing for projects that have houses eligible for sale and leasing according to regulations.
To date, the province has implemented 71 social housing projects with a total land area of about 255 hectares. When completed, the projects will meet about 9.12 million square meters of floor space with about 102,390 apartments. Of these, 26 projects have been completed, 5 projects are partially completed with a total of 20,726 apartments. The remaining projects are being implemented; compensation and site clearance are being organized for construction investment.
At the conference, delegates pointed out that among the social housing projects, there are 17 projects facing difficulties in compensation and site clearance, such as: Cat Tuong Smart City social housing area, Yen Trung commune; investment project to build workers' housing and commercial and service areas in industrial parks, Dong Tien commune and Yen Phong commune...

Some projects have clean land within the 20% land fund that must be reserved for building social housing, but currently investors have not implemented it or have invested but slowly, such as: Commercial housing area, social housing and commercial center in Dai Dong commune; Golden Park social housing area, Phuong Lieu ward... There are projects under construction but the progress is still slow; there are projects with difficulties in applying preferential mechanisms according to the Housing Law 2023...
Concluding the conference, comrade Pham Van Thinh directed the Department of Construction to continue promoting the dissemination of housing laws, especially the Housing Law 2023 and regulations related to the development and management of social housing.
He requested departments, branches and localities to coordinate closely to remove obstacles in the preparation and investment construction process. In addition, the work of reviewing and supplementing urban and industrial park planning needs to be focused on to ensure sufficient land for social housing development, including accommodation for workers and armed forces.
For urban area projects with 20% land fund for social housing construction that are still in the implementation period, he assigned the Department of Construction to preside over and coordinate with the People's Committees of relevant localities to urge investors to urgently review and allocate resources, and start construction soon; departments and branches need to focus on supporting the settlement of administrative procedures. Regarding site clearance, the commune authorities need to clarify difficulties, develop specific plans, speed up compensation progress so that investors can start construction, and report in detail the progress and problems to the Department of Construction.
He requested investors to strictly comply with legal regulations, focus all resources, speed up construction, prioritize completing housing items that can be handed over in 2025, and ensure project quality and progress.
