According to statistics and reviews by the Department of Finance, by the end of 2024, the province had 933 completed projects with a total investment of more than 14 trillion VND. Of which, 81 projects were managed by the provincial level; 212 projects were managed by the district level and 640 projects were managed by the commune level.
The appraisal and approval agencies have completed the approval of the settlement of 694 projects; the remaining 107 projects have submitted settlement documents but have not been approved for settlement because they have not met the prescribed conditions.
132 projects have been completed but have not submitted final settlement documents, of which 48 projects with a total investment of nearly VND 1,400 billion, violated regulations on settlement time of completed projects.
Since the beginning of the year, the Department of Finance has received 57 settlement dossiers for 2025. Of these, 37 dossiers have been resolved (no late dossiers); 20 circulating dossiers are under review. 100% of the dossiers reviewed ensure quality and time according to regulations.
Although the project settlement situation in Vinh Phuc province is relatively good, the rate of approved projects compared to the total completed projects is 74.4% (national average is 65.6%), compliance with reporting ensures the time as prescribed, however, there are still many projects violating the settlement deadline; investors are not determined in implementing settlement; contractors are slow to complete settlement procedures as prescribed...
To continue to promote the settlement of completed projects and handle the transition of settlement of projects using public investment capital in the process of arranging and perfecting the organization of the two-level local government apparatus, the province is resolutely directing departments, branches, localities, and investors of works and projects to strictly prepare documents for submission for settlement review and approval in accordance with the provisions of law and directive documents of the Central Government and the province.
Review investment projects that have been completed, handed over and put into use but have not yet made final settlement; clearly identify the reasons for late settlement, specific difficulties and problems of each project, clarify the responsibilities of each related organization and individual, on that basis propose handling measures, consider and completely handle the situation of late settlement.
Strengthen propaganda and mobilization work; prioritize human resource allocation; regularly urge, inspect and guide investors and affiliated project management boards to carry out the settlement of public investment capital for completed projects in accordance with regulations.
Publicize the list of contractors violating the time limit for preparing settlement documents on the Bidding Newspaper and the national bidding network to notify investors and project management boards.
Contractors who violate regulations on time for preparing project investment capital settlement documents must not be allowed to participate in bidding for new projects or packages after administrative unit arrangement and merger.
Direct inspection and examination agencies during the inspection and examination process to strictly handle investors, project management boards and contractors participating in project implementation who violate regulations on making final settlement of construction investment capital.
Along with that, attaching responsibility to the head, making the settlement of public investment capital for completed projects a key task of the unit, serving as a basis for evaluating the level of task completion, considering emulation and rewards for individuals and groups of investors, project management boards, appraisal agencies, settlement approval agencies, as well as the arrangement and assignment of staff to new agencies and administrative units after mergers and reorganizations...
