The telegram stated: Since the beginning of 2025, the world situation has had many new, complicated and unpredictable developments. Under the leadership of the Party and the supervision of the National Assembly, the Government and the Prime Minister have led and directed the synchronous, drastic and effective implementation of tasks and solutions in all fields; thanks to that, the socio -economic situation of our country in the first 7 months of 2025 continued to achieve many outstanding and relatively comprehensive results.
It is forecasted that in the last months of 2025 and the coming time, we will have opportunities, advantages and difficulties, challenges intertwined but with more difficulties and challenges. To ensure the implementation of the economic growth target of 8.3-8.5% in 2025, creating a foundation for double-digit growth in the 2026-2030 period, the Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, Chairmen and General Directors of State-owned Corporations and Corporations, and requested the Secretaries of Provincial Party Committees, City Party Committees, Chairmen of People's Councils of provinces and centrally run cities to continue to focus on leading and directing the drastic and effective implementation of the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly, the Resolutions and directions of the Government and the Prime Minister; Promote growth in all three sectors: industry - construction, agriculture - forestry - fishery and services, proactively adapt to the US's reciprocal tariff policy, maintain macroeconomic stability, control inflation, and ensure major balances of the economy. In particular, focus on implementing the following key tasks and solutions resolutely, promptly and effectively:

The Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to continue promoting industrial restructuring, prioritizing the development, mastery and transfer, application of new technologies, and development of high-quality human resources to serve the development of strategic industries, foundation industries, emerging industries, and supporting industries. Strive for an industrial value-added growth of 9.6-9.8% in 2025, of which the processing and manufacturing industry will reach 11.2-11.5%.
Develop and effectively implement the Project on legal framework for smart manufacturing development, smart factory model, smart governance model, National Program on strategic technology and industry development; continue to effectively implement the Semiconductor Industry Development Strategy. Research and develop policies to encourage enterprises to invest in innovation, absorb and master technology, especially core technology and source technology; promote protection of industrial property rights.
Focus on resolving investment proposals for power source projects according to the adjusted Power Plan VIII, especially gas and wind power complexes of foreign investors; thoroughly handle long-standing power projects in August 2025. Strengthen inspection, supervision, management, and supervision of important energy projects, power and transmission projects, firmly ensure national energy security, provide sufficient electricity, gasoline and essential goods, and input materials to serve production, business activities and people's lives, and absolutely not allow shortages of electricity and gasoline under any circumstances.
Urgently review and report to competent authorities in August 2025 on amendments and supplements to regulations on: direct electricity trading mechanism between renewable energy power generation units and large electricity users; development of renewable energy power, new energy power, self-produced and self-consumed electricity, etc.
Preside over and coordinate with ministries, localities, and industry associations to select and develop key product groups associated with the National Brand, implement large-scale, in-depth trade promotion programs for each industry in key markets; strengthen trade promotion for Vietnamese products with strengths in markets with FTA/CEPA with Vietnam, niche markets and new markets such as: Halal product market, Saudi Arabia, Egypt, UAE, Brazil, North African market... By 2025, strive to achieve a growth rate of 12% in total export turnover; trade surplus of 30 billion USD.
The Ministry of Finance shall preside over and coordinate with relevant agencies to strengthen inspection, control and supervision of import and export activities, combat smuggling, trade fraud and illegal transshipment; promote cooperation in exchanging customs data with other countries, deploy the ASEAN single window mechanism, study and propose the exchange of electronic customs information with the Eurasian Economic Union, etc.
The Ministry of Foreign Affairs continues to preside over and coordinate with relevant ministries, branches and localities to review and urge the implementation of high-level agreements on market opening between Vietnam and its partners; direct Vietnamese representative agencies abroad to support the promotion of Vietnamese national brand products at events and economic diplomacy activities. Research and propose solutions to improve the practicality, effectiveness and spreading value of Vietnam Weeks/Days abroad.
Ministries, agencies and localities increase digitalization, minimize administrative procedures related to import and export goods; support businesses in building traceability systems, meeting international quality standards; develop and issue regulations related to the supply chain for each Association.
Promoting agricultural, forestry and fishery production associated with export and sustainable consumption
The Ministry of Agriculture and Environment shall preside over and coordinate with agencies and localities to effectively implement solutions to promote production and restructure the agricultural sector in association with promoting research, application of science and technology, innovation, digital transformation and building geographical indications, product brands, granting codes for growing and farming areas; organizing production according to the value chain; continuing to build agriculture in the direction of "ecological agriculture, modern countryside, civilized farmers"; firmly ensuring national food security in all situations.
At the same time, coordinate with the Ministry of Foreign Affairs and the Ministry of Industry and Trade to do a good job of trade promotion, continue to promote technical opening, promote exports to markets in China, the Middle East, South America, Africa, ASEAN; direct and guide localities, industry associations, and enterprises to comply with regulations of export markets; strive to achieve a total export turnover of agriculture, forestry, and fishery products of 65 billion USD in 2025.
In addition, coordinate with localities: provide information on output, harvest seasons of agricultural products in localities and raw material areas so that export enterprises, distribution chains, and retailers can plan to support regular consumption of agricultural products and boost consumption during the main season; coordinate with industry associations and enterprises to focus on closely linking raw material areas, promoting preservation and processing, especially deep processing to increase added value; urgently repel and effectively prevent African swine fever; research and deploy solutions to detect early, prevent and repel diseases that destroy crops and livestock; carefully prepare the content, program, and overall plan to receive and work with the 5th European Commission (EC) inspection delegation, ensuring the best results according to the EC's inspection plan, determined to remove the IUU "yellow card" as soon as possible.
The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Agriculture and Environment and localities to develop and support certification and eco-labeling activities for sustainable products; implement connection programs, organize agricultural weeks, green fairs, and Vietnamese goods fairs to connect supply and demand, promote green and environmentally friendly consumption trends; closely monitor developments in the world rice market, adjustments to rice import and export policies of countries, grasp the demand for rice imports in markets with much room such as the United States, Africa, etc., to provide information to localities and businesses and promptly have solutions on production and export in line with market developments.
The State Bank of Vietnam coordinates with the Ministry of Agriculture and Environment and localities to promote the implementation of the Loan Program for linking production, processing and consumption of high-quality and low-emission rice products in the Mekong Delta, and credit packages for the agriculture, forestry and fishery sectors.

Ministries, agencies and localities, according to their assigned functions, tasks and powers, innovate implementation methods, enhance the effectiveness of the Campaign "Vietnamese people prioritize using Vietnamese goods" and trade promotion programs, stimulate consumption, create movements and trends in using Vietnamese goods; support people and businesses to promote and promote trade on digital platforms, e-commerce, especially OCOP products, agricultural products and local specialties; strive to increase the rate of retail sales of goods and consumer service revenue by 2025 to about 12%.
At the same time, grasp the market situation, supply and price developments of goods, especially in areas that have just experienced natural disasters and floods, promptly ensure supply, control prices, prevent speculation, hoarding, and taking advantage of natural disasters and floods for profit; effectively implement visa policies according to Decree No. 221/2025/ND-CP and Resolution 229/NQ-CP dated August 8, 2025 of the Government to create convenience and flexibility for tourists; study and improve visa approval procedures for tourists entering Vietnam.
The Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to urgently develop a Resolution on promoting domestic market development, stimulating consumption, and promoting the Campaign for Vietnamese people to prioritize using Vietnamese goods, reporting to the Government in August 2025; regularly, continuously, and effectively carry out the work of combating and repelling smuggling, trade fraud, counterfeit goods, fake goods, poor quality goods, and intellectual property violations, especially for dairy products, medicines, and food; research and build a "Duty-free port" model to turn Vietnam into a major logistics center, reporting to competent authorities in October 2025.
In addition, strengthen commercial activities in the digital environment, organize online trade connections to quickly access international markets. Strive for annual e-commerce growth of over 25%; coordinate with the Ministry of Culture, Sports and Tourism to support localities and businesses in exploiting cultural factors and local identities to build product brands (such as OCOP products, handicrafts).
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant agencies to strongly innovate tourism promotion and advertising activities, attract domestic and international tourists; develop diverse, high-quality tourism products for each tourist season and key areas, effectively exploit international and domestic tourist seasons, enhance experiences and increase average spending of tourists. Strive to reach at least 25 million international tourists and 150 million domestic tourists in 2025. Urgently complete the Entertainment Industry Development Project, report to the Prime Minister before August 15, 2025; approve the investment decision for the National Target Program on Cultural Development for the 2025-2035 period before September 10, 2025.
The Ministry of Finance, relevant ministries, agencies and localities urgently and effectively implement the National Assembly's Resolution and Action Plan on building an international financial center in Vietnam, and the National Assembly's Resolutions on building free trade zones and border economic zones in a number of key localities.
The State Bank of Vietnam directs credit institutions to continue implementing solutions to promote cashless payments, creating the best conditions for people and businesses to make safe, fast, and smooth payments.
Promote social investment, create new production capacity for the economy
The Prime Minister directed the Ministry of Construction, ministries, agencies and localities to drastically accelerate the progress of strategic and important national transport projects and works... to ensure the goal of completing at least 3,000 km of expressways and over 1,700 km of coastal roads in 2025. Focus on disbursing 100% of the state budget investment capital plan in 2025 and all public investment capital from increased revenue and state budget expenditure savings in 2024.
Accelerate the preparation of investment in a number of important railway projects, including the North-South high-speed railway, railways connecting Vietnam and China, and expressways in the 2026-2030 period; upgrade and expand expressways that have been invested in on a phased scale to a complete scale according to the plan. Research and develop policies to promote supporting industries and services, and train human resources to participate deeply in the process of building and operating railways.
Coordinate with Ho Chi Minh City and Hanoi to summarize and evaluate the pilot implementation of construction permit exemption for people in areas with detailed planning 1/500; study the possibility of expanding the scope of application, report to the Prime Minister in the fourth quarter of 2025; urgently review and prepare to organize groundbreaking and inauguration ceremonies for projects and works to celebrate the 80th anniversary of National Day.
The Ministry of Finance shall preside over and coordinate with relevant agencies to submit to the Government in August 2025 a draft Resolution implementing Conclusion 115-KL/TW of the Politburo on continuing to improve the efficiency of management, exploitation, use and promotion of economic resources. Urgently submit to competent authorities the State Economic Development Project, ensuring the required progress. Enhance the effectiveness of the Working Group mechanism working with each large global technology enterprise and strategic investor to attract large-scale, high-tech FDI projects, leading the value chain; promptly resolve difficulties and obstacles of foreign investment projects.
Along with that, continue to promote the effectiveness of the operation of Steering Committee 751 to remove difficulties and obstacles for backlogged projects. The Ministry of Finance and the Government Inspectorate urgently carry out the tasks assigned in Notice No. 384/TB-VPCP dated July 25, 2025; on that basis, the Ministry of Finance will develop a Report of the Government Party Committee, in which it will propose specific and special solutions to completely resolve long-standing and stuck projects, and report to the Standing Committee of the Government Party Committee before August 15, 2025 to report to the Politburo.
The Ministry of Science and Technology, ministries, agencies and localities urgently implement science and technology, innovation and digital transformation projects that have been funded by the state budget; approve the list to implement projects allocated additional capital from the increased state budget revenue in 2024 for immediate implementation in 2025. Implement measures to promote the development of strategic technology industries according to Decision No. 1131/QD-TTg dated June 12, 2025; complete the National Innovative Startup Project; submit to the Government a draft Decree regulating the management of investment in information technology applications using state budget capital; develop special preferential policies to attract at least 100 leading science and technology experts to return to work in the country.
The Prime Minister also directed ministries, agencies and localities to develop infrastructure for high-tech industries and sustainable production such as high-tech parks, concentrated digital technology parks, high-tech industrial parks, eco-industrial parks... providing specialized infrastructure for high-tech industries, reducing greenhouse gas emissions in business production...; proactively having policies to encourage the private economic sector to participate with the State in strategic areas, projects, key and important national scientific research tasks, urgent and pressing tasks according to the policy in Resolution No. 68-NQ/TW of the Politburo.
Responding to US Tariff Policy
Ministries, agencies and localities effectively implement the Resolution on comprehensive solutions to promptly and effectively respond to the US tariff policy and the plan to implement the reciprocal trade agreement with the US after it is issued; develop and implement policies and solutions to support and enhance the competitiveness of industries and enterprises affected by the US reciprocal tax policy, support the implementation of the traceability system, and participate in the regional and global supply chain and value chain.
The Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to continue trade negotiations with the United States to achieve the most favorable commitments for Vietnam, towards a comprehensive trade agreement, strengthening Vietnam-US economic and trade relations in a balanced and sustainable manner; promptly implementing signed trade agreements and commitments with the United States. Disseminate and provide guidance on the US's reciprocal tax policy, including reciprocal tax rates for Vietnamese export goods and related contents to people and businesses, especially those directly affected.
Economic groups and state-owned corporations promote their leading role, lead, innovate management, improve production and business efficiency, strive to increase output or revenue by over 10% in 2025, contributing to the implementation of the country's growth target and ensuring major balances of the economy; strengthen management, strictly control and improve the efficiency of cash flow and capital use. Focus on accelerating the implementation of key, large-scale infrastructure projects, especially in the fields of transportation and energy, urgently completing on schedule as assigned by the Prime Minister such as the 500kV Lao Cai - Vinh Yen line, supplying electricity from the national grid to Con Dao; Long Thanh International Airport (phase 1) - component 3...
Deputy Prime Ministers, according to their assigned fields, are responsible for directing ministries, agencies and localities to implement this Official Dispatch.
The Government Party Committee's Inspection Commission and the Government Inspectorate plan to guide ministries, branches and localities in self-inspection and supervision, and on that basis; the Government Party Committee's Inspection Commission and the Government Inspectorate carry out a plan to monitor and inspect the implementation of the Prime Minister's instructions, complete the instructions and report to the Permanent Deputy Prime Minister Nguyen Hoa Binh in August 2025; conduct monitoring and inspection in September 2025.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; report to the Prime Minister on issues beyond its authority.
