Lack of classrooms and teachers

The teacher/class ratio is 1.88, lower than the requirement of 1.9. The classroom/class ratio is 0.88, not meeting the minimum requirement of 1 classroom/class and is unevenly distributed among schools. Of the 7 schools at the secondary level, only the district's Boarding Secondary School for Ethnic Minorities has taught 2 sessions/day, 2 schools have enough classrooms to teach 2 sessions/day from the 2025-2026 school year: Chu Van An Secondary School (Khanh Hiep commune), Khanh Trung Primary and Secondary School (Khanh Trung commune). The average number of students/class is 36.19, ensuring compliance with the regulations in the Secondary School Charter; The minimum teaching equipment at neweducational institutions only meets 55%, and is expected to be fully equipped for teaching 2 sessions/day by the beginning of the 2025-2026 school year. In addition, Khanh Vinh is a mountainous district with a large area and complex terrain, the distance from home to school for students is relatively far, while the transportation conditions for parents are not guaranteed. Most of the secondary school students in the area are ethnic minorities and are family laborers, so it is difficult to mobilize them to go to class.

In Cam Lam district, the locality currently has 196 classes/156 classrooms, reaching a ratio of 1.26 classes/room. Mr. Vo Ba Phung - Head of the district's Department of Education and Training said that to organize 2 sessions/day, the district needs to add 40 classrooms, 31 subject rooms, 3 libraries, and purchase 3,680 sets of 2-seat desks and chairs to replace degraded desks and chairs, with a total estimated cost of more than 73.6 billion VND. At the same time, it is necessary to add 52 teachers in addition to the current number of 338 teachers.
With 25 secondary schools, 625 classes, 493 classrooms, 1,480 teachers, Nha Trang City also needs to add 30 classrooms, 10 subject rooms and 212 teachers to ensure 2 sessions/day.
Proposed to be implemented in 50% of schools first
Mr. Le Dinh Thuan - Deputy Director of the Department of Education and Training said that the whole province currently has 120 secondary schools, 1,989 classes with 81,169 students, 3,687 teachers. The teacher/class ratio is 1.85, basically only ensuring enough teaching of all subjects and educational activities for 1 session/day. In case the Ministry of Education and Training has regulations on the teacher/class ratio for 2-session/day classes at the secondary level, the Department of Education and Training will advise the Provincial People's Committee to allow the recruitment of teachers to teach 2 sessions/day. In case there are no regulations or it is impossible to recruit teachers, the Education sector will advise the competent authority to use State funds or mobilize socialization, apply legal funding sources to pay for the 2nd session teaching periods. In difficult areas, the State needs to ensure funding and have a mechanism for schools to pay from State funds for the 2nd session teaching periods.
In addition to difficulties in the teaching staff, facilities in schools are also limited. The classroom/classroom ratio is 0.85, unevenly distributed in localities and there are local surpluses and shortages. To implement 2-session teaching/day, it is necessary to meet the minimum requirement of 1 classroom/class. Therefore, the Provincial People's Committee needs to direct departments, branches and sectors to arrange land funds and funds to build more classrooms, subject rooms, auxiliary rooms and multi-function rooms according to regulations.
The development of an education plan is also an issue that needs attention. Currently, secondary school students are studying one session per day, each session has no more than 5 lessons, each lesson is 45 minutes long. If teaching is organized in 2 sessions/day, the Department of Education and Training plans to arrange no more than 8 lessons per day (no more than 5 lessons in the morning, no more than 3 lessons in the afternoon); implementing the education plan with a maximum of 9 sessions/week (35 lessons/week). While waiting for the Ministry of Education and Training to provide specific instructions on the content of teaching 2 sessions/day, the Department plans to include the additional time in the teaching content and educational activities suitable to the conditions of each school and each locality such as: Digital citizenship skills education, STEM, local education, traffic safety, life skills, school culture, arts, physical education and sports ...
According to the leaders of the Department of Education and Training, in order to implement teaching and learning 2 sessions/day to ensure quality and efficiency, the Department proposed to implement teaching 2 sessions/day for 50% of secondary schools that meet the requirements of facilities, classrooms, and teaching staff in the 2025-2026 school year. The Department will coordinate with the Department of Home Affairs and relevant agencies to staff enough teachers/classes according to regulations. In addition, invest in facilities, classrooms, and teaching staff to gradually increase the number of schools to 70% in the 2026-2027 school year and the roadmap to 2030 is 100% of secondary schools teaching 2 sessions/day.
