Leaders effectively implement breakthroughs: Advise, perfect mechanisms and innovate methods to ensure petroleum meets the requirements of building a modern army; continue to build a strong, compact and refined department; improve training quality and combat readiness; master new and modern technical equipment; build discipline and discipline management; promote the cultural values ​​of Uncle Ho's soldiers in the new period and make breakthroughs in promoting the development of science , technology, innovation and digital transformation, and military administrative reform in the department.

Speaking at the congress, Lieutenant General Tran Minh Duc acknowledged, praised and congratulated the achievements of the Petroleum Department Party Committee in the past term. With the efforts of the entire Party Committee, the Petroleum Department was honored to be awarded the Second Class Fatherland Protection Medal, 300 collectives and more than 3,000 individuals were awarded at all levels. To successfully carry out the targets and tasks identified by the congress, Lieutenant General Tran Minh Duc requested the Party Committee of the Petroleum Department to continue to lead and perform well the functions of advising, directing, ensuring petroleum for the entire army, and building a regular and modern petroleum industry.
