Carrying out the mission in the context of the Army adjusting its organization and forces towards "refined, compact, strong"; while the area of operation is spread across all three regions, the market economy has a significant impact on the lives of soldiers, the Special Forces Corps has still steadfastly overcome challenges, maintained its revolutionary qualities, comprehensively deployed all aspects of work, and made new developments in terms of organization, forces and tasks. With very high political determination, the Party Committee Standing Committee, the Corps Command and the Party committees and commanders at all levels in the Corps have thoroughly grasped the resolutions, conclusions, directives and orders of the Central Military Commission and the Ministry of National Defense on military and defense tasks; had many policies and solutions for leadership and direction that are close to reality, suitable to the characteristics of the situation and tasks, achieving outstanding results in all aspects of operation, typically:

The Corps has proactively researched, grasped, evaluated, and accurately predicted the plots and tricks of hostile and reactionary forces and the anti-terrorism situation of many countries in the world, promptly advised the Central Military Commission and the Ministry of National Defense on policies, strategies, and solutions on organizing, building, developing, and using "elite, compact, and strong" forces; proposed the purchase, production, and improvement of weapons and technical equipment (VKTBKT) to ensure that they are suitable for training, rehearsals, and combat readiness (SSCD) forces to successfully complete their tasks. Presided over and coordinated with agencies and units to organize the development of content, programs, plans, and training instructions, research, and development of combat art suitable for modern warfare. Proactively researched and grasped the situation in all directions, areas, and targets under its responsibility. Timely adjusted and supplemented the system of combat documents and organized practice of realistic plans. Strictly implement the combat readiness regime, protect security and safety during holidays and important political events of the Party, the country and the Army, and avoid being passive or surprised in any situation. Participate and organize well drills according to tasks, ensuring safety in all aspects. Strictly comply with regulations on management and use of national defense land. Actively participate in effectively implementing the work of preventing and fighting natural disasters, epidemics, search and rescue, and preventing and fighting fires, explosions and forest fires, especially preventing and fighting Covid-19, storms and floods in the spirit of "forgetting oneself for the people"; successfully completing the task of "fighting" in peacetime.

The Party Committee and the Command of the Corps have thoroughly grasped and strictly implemented the resolutions and directives of the Central Military Commission and the Ministry of National Defense on improving the quality of training and education and training in the 2023-2030 period and the following years; led and directed training with many innovations, the quality of annual training has been improved; correctly implemented the viewpoints, principles, combinations, and guiding mottos in training; focused on synchronous, in-depth training, in the direction of modernity, close to combat reality, focusing on practice; advanced training, training to master modern weapons and technical equipment. Successfully completing the annual training content and program, the training results of 100% of agencies and units in the Corps were good and excellent, ensuring safety. Participation in the special forces military competition and sports festival achieved good results, contributing to improving the command and combat coordination skills, affirming the overall strength and combat readiness of the Corps.

Along with that, the Corps closely, synchronously and effectively deployed projects and conclusions on education and training work with the motto "The training quality of the school is the combat readiness capacity of the unit". The content of the program, form and methods of education and training continued to be innovated towards standardization, modernization and suitability for each subject. Military recruitment, building a team of teachers and educational managers were gradually improved. The quality of research, compilation of textbooks, training and teaching materials; application of information technology, and implementation of digital transformation achieved good results.

The Corps has well implemented the Politburo's directives, resolutions and conclusions on studying and following Ho Chi Minh's ideology, morality and lifestyle, Resolution 847 of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation, associated with implementing the Campaign "Promoting traditions, dedicating talents, worthy of being Uncle Ho's soldiers" in the new period with many creative and effective models and methods. Emulation and reward work and the Emulation Movement for Victory have many innovations; well organized propaganda activities on major holidays and anniversaries of the Party, the country, the Army and the Corps. Actively fight against the wrong views of hostile forces, firmly maintain the Party's ideological position in the Corps. Security protection work has been carried out seriously and effectively. Cadres and soldiers of the entire Corps always have good political and ideological qualities, are proactive and creative in performing their tasks.

The Army Corps has actively, proactively, and comprehensively implemented mass mobilization and propaganda work, with many innovations in content and form, focusing on the grassroots; actively participating in movements, campaigns, programs, and national goals, helping people eliminate hunger, reduce poverty, and build new rural areas; the Army's rear work, "gratitude" activities, and social insurance and health insurance regimes have been implemented closely, promptly, effectively, and in accordance with regulations. Thereby, maintaining, consolidating, and strengthening the relationship of solidarity, close ties between the army and the people, and building a solid "people's heart position".

The quality of regular construction, discipline training and troop management has changed positively, especially at the end of the term; closely combining political education with building a healthy military cultural environment; common disciplinary violations of the Corps during the term decreased by 0.02% compared to the previous term. Administrative reform has been comprehensively implemented, document processing, and work settlement on the military data transmission network environment have made new developments; meetings, conferences, study sessions, and resolution dissemination have widely applied information technology, well meeting the leadership, direction, command and operation activities of Party committees and commanders at all levels. The work of summarizing practices and theoretical research has been implemented synchronously and effectively. The Corps has completed the research, compilation, evaluation and acceptance of 2 excellent ministerial-level military science and art topics; 32 grassroots-level topics; Compiling regulations, combat regulations, training and exercise documents that were accepted and highly appreciated by scientific councils at all levels.

The emulation movement "The Army logistics sector follows Uncle Ho's teachings" and "Building regular, green, clean and beautiful barracks" has been effectively implemented. Ensuring good logistics for tasks and improving the quality of soldiers' lives; production increase work has met and exceeded annual targets. The work of ensuring fuel and transportation has met the requirements of both regular and ad hoc tasks, especially training, drills and combat readiness. The campaign "Managing and exploiting equipment and technical means well, durably, safely, economically and safely for traffic" has been well implemented. The work of managing, operating, using finance, budget, planning and investment has been public, transparent and in accordance with the law, meeting regular and ad hoc tasks well.

During the past term, the Party Committee of the Corps paid special attention to the work of building a strong Party organization in terms of politics, ideology, ethics, organization and cadres. In particular, it focused on leading and directing the work of orienting ideology and unifying awareness for cadres, party members and the masses in the face of new, complex and sensitive issues. Closely combining maintaining discipline and order with strengthening personality education; preventing, combating, and stopping signs of moral and lifestyle degradation, corruption, waste and negativity.

The Party Committee of the Corps regularly leads and directs the consolidation and improvement of Party committees and Party organizations according to regulations; the establishment, merger and transfer of Party organizations are synchronous and consistent with the adjustment of organizational structure. The system of working regulations and leadership regulations for key work aspects are fully supplemented, in accordance with the functions, tasks and practices of Party committees and Party organizations. Strictly implement regulations, processes and regulations on personnel work; the quality of personnel planning is improved, ensuring unity, connection and solid transition between generations of cadres. The work of rotating, training and fostering cadres; recruitment, selection, transfer, appointment, arrangement, use, conferring and promoting officer ranks, and raising cadre salaries are carried out strictly and in accordance with principles. Appointed cadres ensure quality, capacity and prestige, and meet the requirements of the task. The quantity, structure and quality of cadres have been gradually improved in the direction of "refined, compact and strong", suitable to the characteristics of the Corps.

In the coming years, the world and regional situation is forecast to continue to evolve rapidly and complicatedly; after nearly 40 years of renovation, the country's foundation, potential, position and international prestige have been raised. The revolution of streamlining the political system, together with the "four pillars" of strategic policies, will create historic opportunities for the country's breakthrough development in the new era. However, our country still faces difficulties and challenges, some of which are more severe; climate change, natural disasters, and epidemics are increasingly complex and unusual... Meanwhile, the task of protecting the Fatherland, building a revolutionary, disciplined, elite and modern Army and Service in the new era poses increasingly high requirements.

In the 2025-2030 term, the Party Committee and the Command of the Corps determined to thoroughly grasp the Resolution of the 14th Party Congress, the Party's guidelines and viewpoints on military and defense tasks, the Resolution of the 8th Central Committee, 12th tenure, on the Strategy for National Defense in the new situation, the Resolution of the 12th Party Congress of the Army, resolutions and directives of the Central Military Commission, the Ministry of National Defense, and the Resolution of the 12th Party Congress of the Special Forces Corps.
