The 1st Ninh Quoi Commune Party Congress: "Paperless Party Congress"

The highlight of the congress was that 100% of delegates did not use paper documents, demonstrating the determination to innovate and promote the application of information technology, aiming to build a modern, environmentally friendly administration, contributing to the province's effective implementation of the national digital transformation policy.

Ninh Quoi is the second locality in the province and the first commune to hold a congress without using paper documents. Previously, Hoa Thanh ward was the first unit in the province to hold a Party Congress without using paper documents.

Before entering the congress, delegates took roll call by facial scanning, affirming a new step forward in administrative reform, increasing professionalism and transparency in congress organization.

Ninh Quoi Commune was established on the basis of merging Ninh Quoi A Commune and Ninh Quoi Commune (formerly Bac Lieu Province). The commune Party Committee currently has 706 members, operating in 36 affiliated Party cells.

With the theme: "Strengthening the building of a clean and strong Party and political system; promoting the strength of the great national unity bloc; promoting the application of science and technology, digital transformation; mobilizing and effectively using resources for socio-economic development; ensuring national defense and security; aiming to build modern countryside, civilized farmers, sustainable development", the congress discussed and evaluated the results of 5 years of implementing the Resolution of the two communes before the merger (2020 - 2025); at the same time, determining the directions, tasks, and solutions for the term 2025 - 2030.

The Congress voted to pass the Resolution for the 2025 - 2030 term with specific targets: Average annual growth rate of product value in the area is 10 - 12%; by 2030, average income per capita will reach about 110 million VND; basically no more poor households (according to new multidimensional standards); the rate of people using clean water will reach 85%, the rate of household waste collection will reach 95%; building a commune that meets advanced new rural standards, moving towards a model associated with civilized urban areas.

Speaking at the congress, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Huynh Huu Tri praised the important results achieved by the Party Committee and People of Ninh Quoi commune in the past term, with 16/18 main targets achieved and exceeded. The Vice Chairman of the Provincial People's Committee highly appreciated the spirit of innovation in organizational work, especially the Party Committee of Ninh Quoi commune pioneering in organizing a "paperless" congress, contributing to the implementation of the policy of digital transformation, building e-government, and moving towards digital government.

Vice Chairman of the Provincial People's Committee Huynh Huu Tri emphasized: The implementation of the 2-level local government model after the merger is an important policy, contributing to streamlining the apparatus, improving the effectiveness and efficiency of operations. Therefore, the Ninh Quoi Commune Party Committee needs to quickly stabilize the organization, consolidate the political system, promote the spirit of solidarity and unity; at the same time, develop a specific plan to implement the Congress Resolution, focusing on breakthroughs.

The Vice Chairman of the Provincial People's Committee noted that the Party Committee of the commune needs to focus on socio -economic development associated with the application of science and technology; effectively exploit Ninh Quoi industrial zones and clusters; build synchronous transport infrastructure; restructure agriculture towards green, ecological, and value chains; pay attention to social security, sustainable poverty reduction, encourage private economy, startups, and innovation; promote digital transformation, build digital government associated with administrative reform and build a clean and strong political system; maintain national defense and security, resolutely prevent and combat social evils, and strive to build a drug-free commune in the 2025-2030 term.

The Provincial Party Standing Committee has appointed the Ninh Quoi Commune Party Executive Committee consisting of 26 comrades, the Party Standing Committee consisting of 09 comrades. Comrade Nguyen Minh Nhut was appointed to hold the position of Commune Party Secretary.

Delegates participated in supporting people in the northern provinces affected by natural disasters, storms and floods.

Responding to the movement to mobilize funds to support people in the Northern provinces affected by natural disasters, storms and floods launched by the Standing Committee of the Provincial Vietnam Fatherland Front, the congress supported and raised over 31 million VND. This is a meaningful activity, demonstrating the spirit of mutual love and support, the tradition of "helping each other" of the nation; contributing to sharing difficulties, encouraging people in disaster areas to quickly overcome the consequences and stabilize their lives.
