The 1st Congress of the Party Committee of the Provincial Party Committee for the 2025-2030 term is an event of special significance. This is a broad political activity in the entire Party Committee, demonstrating the proactive spirit, solidarity, belief, development aspirations and high political determination of all cadres, party members, civil servants, public employees and workers in the Provincial Party Committee; of great significance to the orientation of innovation and development of the Provincial Party Committee of the Provincial Party Committee in the new period.

The political report at the Congress stated: The Party Committees of the provincial Party agencies were established and put into operation on February 10, 2025 according to Decision No. 2082-QD/TU of the Provincial Party Committee, which is an important milestone of the Party Committee in the process of arranging and perfecting the organizational model, in accordance with the practical situation. When established, the Party Committee consisted of 23 grassroots party organizations (TCCSĐ) with nearly 600 party members. After implementing the arrangement of the organizational apparatus, currently, the entire Party Committee has 12 TCCSĐ, including 05 grassroots party cells and 7 grassroots party committees (including 47 party cells directly under the grassroots party committee) with 859 party members operating in party committees and party cells of the Party agencies, public service units of the Provincial Party Committee, the Provincial People's Council, the Provincial Fatherland Front, the Provincial People's Court, and the Provincial People's Procuracy. These are agencies that play an important role in advising, concretizing and supervising the implementation of the Party's guidelines and policies and the State's laws in the province.

Immediately after its establishment and operation, the Party Committee quickly stabilized its organization; promptly completed the Party Committee, specialized advisory and support agencies; received, arranged and reorganized the Party grassroots organization and Party members according to the new model; issued synchronous regulations, rules, programs and work plans; focused on leading, directing and organizing the good implementation of assigned tasks. Political and ideological education work was promoted with many innovations in content and form, contributing to raising awareness, political capacity and sense of responsibility of cadres and Party members; studying and following Ho Chi Minh's thought, morality and style were widely deployed, having a positive impact on maintaining the ideological foundation and strengthening solidarity and unity within the Party. The work of building the Party organization and the contingent of cadres and Party members was focused on, the leadership capacity and fighting strength of the Party organization continued to be enhanced; The reorganization of the apparatus and streamlining of focal points in accordance with the spirit of the Central Resolution were seriously and effectively implemented. Inspection and supervision work was strengthened, contributing to maintaining strict discipline and order within the Party; internal affairs, anti-corruption, thrift practice, and anti-waste were carried out synchronously. Attention was paid to the implementation of the Party's guidelines and policies and the State's laws on mass mobilization and democracy at the grassroots level, and the emulation movement "Skilled Mass Mobilization". Patriotic emulation movements were widely organized, creating motivation for cadres and party members to actively compete, contributing to the successful implementation of the goals and targets set by the Resolution of the Provincial Party Congress.

Party committees of the Party organizations have led and directed party organizations, agencies and units to achieve and exceed many targets of the Resolution for the 2020 - 2025 term: 100% of agencies and units are annually assessed to have completed their professional political tasks well or better; of which 03 units are assessed to have completed their tasks excellently for 5 consecutive years, 07 units were awarded the Emulation Flag for Excellent Completion by the Provincial People's Committee; 04 units were awarded the Emulation Flag of Central agencies, 02 units were awarded the Labor Medal and many other outstanding achievements. 100% of party members registered to study and follow Uncle Ho's teachings in conjunction with performing political and professional tasks and implementing Conclusion No. 21-KL/TW, dated October 25, 2021 of the Central Executive Committee. During the term, 28 models and typical examples of studying and following Uncle Ho were commended, introduced and spread in the mass media: the Party Committee commended 10 collectives and 15 individuals; the provincial level commended 1 collective and 1 individual; and the Central level proposed to commend 1 collective. Party cell activities were seriously implemented, the content and form of activities were innovated, contributing to the effective implementation of Party building work and political tasks of agencies and units. The rate of party members participating in activities reached over 90%. Every year, 23/23 Party organizations were assessed as having completed their tasks well or better, of which the rate of excellent tasks was over 26%; 29 party organizations were assessed as having completed their tasks excellently; every year, the rate of party members being classified as having completed their tasks well or better was over 97%, of which the rate of excellent tasks was over 17%; Over 400 cadres and party members were awarded at all levels. During the term, 20 "Skilled Mass Mobilization" models were recognized and commended, including 10 provincial-level models and 10 party committee-level models...

Entering the 2025 - 2030 term, the 1st Congress of Party Delegates of Cao Bang Provincial Party Agencies has identified the following key tasks: Focus on leading and directing subordinate Party organizations to promote their role as political cores, leading the contingent of cadres, Party members, civil servants and public employees to strive to excellently fulfill the political tasks of the sector, agency and unit. The focus is on leading and directing subordinate Party grassroots organizations to closely follow the requirements and political tasks of the targets and tasks of the Resolution of the 20th Provincial Party Congress for the 2025 - 2030 term. Continue to strengthen the work of Party building in terms of politics, attach importance to Party building in terms of ideology, focus on Party building in terms of ethics: improve the quality and effectiveness of studying, grasping, propagating and implementing the Party's guidelines and policies, the State's policies and laws; Promote the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the strict implementation of Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and party members in the new period; Directive No. 42-CT/TW dated January 16, 2025 of the Politburo on education on thrift, integrity, impartiality and selflessness and regulations on exemplary responsibility of cadres and party members to proactively prevent and combat corruption, negativity, degradation in ideology, politics, morality, lifestyle, individualism, group interests, manifestations of "self-evolution" and "self-transformation" within the Party. Focus on improving the leadership capacity and fighting strength of the Party organization; building a clean and strong Party organization, associated with building a comprehensively strong agency and unit; It is necessary to well implement the "Key task of improving the quality of Party cell activities in the period of 2025 - 2030". Improve the effectiveness and efficiency of leadership, direction and organization of inspection, supervision and Party discipline work; strengthen the leadership of Party committees in internal affairs and prevention and combat of corruption and negativity. Continue to innovate mass mobilization work in the new situation; focus on improving the quality and effectiveness of mass mobilization work of state agencies; well implement grassroots democracy in the activities of agencies and units associated with the implementation of political and professional tasks, building a clean and strong Party, agencies and units.

With the motto "Solidarity - setting an example - discipline - innovation", the Congress enthusiastically discussed and contributed many profound opinions to the draft documents; comprehensively assessed the results of implementing the Resolution of the Congress for the 2020 - 2025 term; reviewed the leadership and direction of the Party Committee; at the same time, clearly identified the directions, goals, tasks and solutions for the next term; voted to approve the Report summarizing comments on the draft documents of the 14th National Party Congress, the draft documents of the 20th Provincial Party Congress, term 2025 - 2030, and the documents of the 1st Provincial Party Congress of Party agencies, term 2025 - 2030.

Speaking at the Congress, Standing Deputy Secretary of the Provincial Party Committee Vu Hong Quang congratulated and commended the results that the Party Committee, Party committees at all levels and grassroots Party organizations under the Party Committee of the provincial Party agencies have achieved in the past term, contributing significantly to improving the leadership capacity and fighting strength of Party committees and Party organizations at all levels, maintaining the role and position as the political nucleus leading the organization to effectively carry out political tasks at the grassroots level, which is a solid premise to continue building the Party Committee of the provincial Party agencies to be clean and strong in the coming term. He suggested: with the position of a Party Committee playing an important role in the political system of the province, the Party Committee of the provincial Party agencies must be truly exemplary, leading in the work of Party building and rectification; promoting the role of the political nucleus leading the agencies and units to strive to excellently complete the assigned political tasks; Focus on building a clean and strong Party organization in terms of ideology, politics, organization and ethics, building a contingent of cadres and Party members who are exemplary and pioneers in theory and practical action; consolidate, arrange and perfect grassroots Party organizations in a synchronous manner, innovate and arrange the organizational apparatus of the government at the same level; strengthen the leadership of Party committees at all levels in mass mobilization work in the new situation, especially mass mobilization work in state agencies, and practice democracy at the grassroots level.

The Congress listened to the announcement of the Provincial Party Committee's Decision on appointing a delegation of Party Committees of provincial Party agencies to attend the 20th Provincial Party Congress, term 2025 - 2030, consisting of 15 comrades.
