Civil servants attending school must commit to working three times the training time.

The Ministry of Home Affairs proposes that civil servants sent to study for a second university degree must be no older than 35 years old and must have worked at the agency for at least three times the training period.

The Ministry of Justice is reviewing the draft Decree on training and fostering civil servants developed by the Ministry of Home Affairs, which adds a number of conditions for civil servants sent for training.

For those sent for postgraduate training for the first time , the working condition is at least three years and two consecutive years immediately before departure to complete the task well. Civil servants must not be over 45 years old from the time of sending. This condition is to match the retirement age raised according to the roadmap, to 62 years old for men in 2028 and 60 years old for women in 2035 under normal working conditions.

Learners must commit to working at the agency upon completion of the program for at least three times the training period. For example, civil servants who study for two years must commit to working at the sending agency for at least six years. This policy is intended to ensure that sanctions are strong enough to keep the person working at the agency.

Compared to current regulations, the age requirement has been increased by 5 years, to 45 years old instead of 40 years old. The number of years of work commitment has also been tripled instead of doubled.

For those sent for training with a second university degree to meet the demand for high-quality human resources, the Ministry of Home Affairs recommends that they be no older than 35 years old; have at least two years of work experience. For two consecutive years before being sent for training, the person must have completed their tasks well. The learner must commit to working at the agency for at least three times the training period after completing the program.

Civil servants sent for training under a cooperation program with a foreign country signed or joined on behalf of the State or Government must, in addition to the above regulations, meet other requirements of the program.

The draft stipulates that those sent for training using state budget or agency funds must compensate all expenses if they voluntarily drop out of school or leave their job during the training period; and will not be granted a graduation certificate by the institution. In cases where they have completed training and been granted a graduation certificate but quit their job before completing the required number of years of work, the compensation will be calculated according to a separate formula.

After the merger, the country will have 34 provincial-level administrative units, including 6 centrally-run cities and 28 provinces; the commune level will have 3,321 units (including communes, wards and special zones). It is estimated that this merger will reduce more than 18,400 provincial-level staff, 110,700 commune-level staff and 120,500 part-time workers at the commune level. The entire two-level local government system is expected to have about 91,784 provincial-level officials, civil servants and public employees and 199,000 commune-level staff.
