Digital transformation for better service

With decisive, proactive and hard-working direction, the health sector of Lao Cai province has achieved many important results in implementing the Project "Developing applications of population data, electronic identification and authentication to serve national digital transformation" in the period of 2022 - 2025, with a vision to 2030 (Project 06). That is the basis for creating positive changes, bringing practical benefits, contributing to improving the quality of medical examination and treatment and serving people better.

Mr. Hang A Sinh from Phinh Ho village, Pung Luong commune came to see a doctor at Mu Cang Chai Regional Medical Center. "The hospital has a lot of machines, I just need to bring my ID card and get examined and receive medicine very quickly, I don't have to wait as long as before" - Mr. Sinh said. Patients have this convenience thanks to the Center having digitized 100% of the process of receiving, examining, dispensing medicine, paying hospital fees... Implementing the direction of the health sector, the Center has been implementing a roadmap to build a smart hospital. Mr. Do Lam Phuc - Director of the Center said: "The unit has coordinated with the police and social insurance to create health records for 100% of people in Mu Cang Chai district before. The contents of the health records are linked to digital platforms, VNeID, helping people to monitor and manage their own health. In particular, the Center has focused on implementing Electronic Medical Records, which is a major content of digital transformation of the health sector."

The activities of Mu Cang Chai Regional Medical Center are a concrete example of the implementation of Project 06 - one of the key tasks of Lao Cai province's health sector in the period of 2022 - 2025. With the great advantage of the province's attention, leadership, direction and specific guidance from the Ministry of Health , ensuring effective implementation of the assigned tasks in Project 06, the Provincial Department of Health has proactively issued 25 documents directing, guiding, requesting coordination with relevant agencies as well as proposing and recommending to central ministries and branches.

The Department has actively coordinated with relevant departments and branches in implementing Project 06, especially the work of cleaning vaccination data, deploying residence notification on ASM software, and implementing the campaign "Integrating health insurance information into the Electronic Health Book on the VNeID application". In particular, the task of deploying the Electronic Health Book on the VNeID application poses high requirements, requiring great efforts for the actual conditions in the locality.

The implementation of Project 06 has brought about remarkable and important results, helping people save time, effort and enjoy many benefits. First of all, we must mention the implementation of medical examination and treatment using chip-embedded citizen identification cards.

According to the report of the Provincial Department of Health, by July 2025, there had been more than 2.8 million successful health insurance medical examination and treatment lookups using citizen identification cards or via the VNeID application. In addition, 100% of hospitals in the province have deployed cashless payment services for medical examination and treatment costs such as bank transfers, QR code scanning, etc.

By July 2025, cashless transactions reached more than 36%, accounting for nearly 48% of the total payment value. At the same time, 19/24 hospitals have completed the deployment and use of self-service kiosks in medical examination and treatment. The provincial health sector has also completed the digital signing of vaccination certificates and cleaning of Covid-19 vaccination data; connecting more than 52,000 driver health certificates, more than 41,000 birth certificates, and more than 210 death certificates.

In the period of 2025 - 2030, the health sector of Lao Cai province continues to strive to achieve the goal of perfecting the digital health data ecosystem - connecting and synchronizing with the National Population Database, ensuring "One declaration - Many uses", improving the quality of medical examination and treatment, effectively serving the management and serving the people.

Deputy Director of the Provincial Department of Health Nguyen Song Hao said: “To complete the set goals, the provincial health sector will focus on perfecting institutions and mechanisms; promoting cashless payments; applying artificial intelligence; improving capacity, communication, and building a digital library of documents guiding the use of Project 06 services. This effort demonstrates the strong determination of the sector in building a modern digital health system, serving people comprehensively and effectively.”

Specific goals by 2030 of the health sector of Lao Cai province: 100% of medical examination and treatment facilities receive patients with chip-based or biometric ID cards; > 80% of medical examination and treatment transactions are cashless; > 95% of the province's population has activated electronic health books.
