We were welcomed by Mrs. Ho Thi A Lum (born in 1960) in Block 6, Khe Sanh town, Huong Hoa district, in her newly completed house that was put into use on June 11, 2025. In the past few days, Mrs. Lum could not hide her joy, because she had never felt safe in such a solid house.
Mrs. Lum said: “My husband died early due to a serious illness, leaving behind 6 young children, so my family faced many difficulties. The pain continued to haunt my life when my first and second children also died due to accidents and illnesses. I raised 4 children alone, one of whom was often sick. For many years, my children and I lived in a badly damaged temporary house. Whenever it rained, water flowed all over the house; when it was dry, it was stuffy and oppressive.”
After many years of hard work and dedication, Mrs. Lum's health gradually weakened. She and her children were often worried and had to take shelter at a neighbor's house during the rainy season for fear that the house would collapse. That is why, when she received information about the support of 70 million VND to build a new house, she was extremely happy. On February 3, 2025, the construction of her dream house officially began.
Now, living in a new, solid and safe house, Mrs. Lum has had good sleep. She no longer has to worry about housing, her health and spirit have improved significantly. Every day, she picks tea, coffee, and vegetables from her garden to sell at the market. This is also the motivation for her to look forward to a new life with many new joys.
At the age of 81, Mr. Ho Van Hong in Dong Dong village, Mo O commune, Dakrong district, is equally happy as he prepares to move into his new house. Although the house has not been officially handed over, these days, he and his children are taking the opportunity to clean the floor, arrange furniture, and hang Uncle Ho's picture and medals in the most prominent position.
As a war invalid, Mr. Hong is no longer able to work like a normal person. In addition to the monthly allowance from the State, his family only has income from farming, so life is difficult for him. The stilt house that was built a long time ago has now seriously degraded.
In early 2025, Mr. Hong received 100 million VND in support to build a solid house of nearly 80 square meters. While fixing the picture of Uncle Ho hanging in the most prominent place in the house, Mr. Hong said: "Even in my dreams, I never thought I would have a new house as solid and spacious as this. Thank you to the Party, the State and the local government for caring and helping me realize my greatest wish in my old age."
The joy of owning new houses is spreading from remote border areas, remote areas, mountainous areas to plains and coastal areas. The lifelong dream of many poor people has become a reality.
Huong Hiep Commune is the locality that has received the most support to eliminate temporary and dilapidated houses in Dakrong District, with 267 houses, of which 70 were built by households themselves, 109 were supported by the Ministry of Public Security and 88 were supported by BIDV Labor Union. Implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide" launched by the Prime Minister, in recent times, the Party Committee and government of Huong Hiep Commune have focused on leading, directing, and organizing the synchronous implementation of the program.
In addition to focusing on directing, operating and proposing directions and solutions for implementation from the beginning, the commune has promoted the widespread dissemination of the program to eliminate temporary and dilapidated houses to all classes of people; mobilized families to contribute more to build spacious and solid houses to ensure "3 hard".
Party Secretary and Chairman of the People's Council of Huong Hiep Commune, Ho Chi Cuong, said that in order to implement the directives of superiors on the elimination of temporary and dilapidated houses in the area, the locality has made efforts to implement the program with the hope that people will soon have decent housing. "We have determined that the elimination of temporary and dilapidated houses is not only an important political task but also the responsibility and sentiment of the Party Committee and the government to help people settle down," Mr. Cuong affirmed.
With a sense of responsibility and compassion, the police have become one of the pioneering forces on the journey with the whole country to join hands to eliminate temporary and dilapidated houses. The attention and timely financial support from the Ministry of Public Security has contributed to speeding up the progress in localities with many difficulties such as Quang Tri province.
Following the donation of 200 houses to the poor in Huong Hoa and Dakrong districts at the end of 2024 and the beginning of 2025, from the support of the Vietnam Oil and Gas Group, the Ministry of Public Security has provided capital to build 1,143 more houses for the poor and meritorious people who are facing housing difficulties in the province with a total cost of 80 billion VND.
To achieve the goal of completing 1,143 houses by June 30, 2025, the police force has proactively coordinated with relevant departments and agencies to survey construction sites and organize people to register house models. At the same time, it has strengthened the review and propaganda so that people understand the meaning of the program to eliminate temporary and dilapidated houses; support the handover of land and premises for simultaneous construction. Up to now, all planned houses have been started, of which more than 800 have been completed.
In Trieu Phong district, the program to eliminate temporary and dilapidated houses has been basically completed, bringing solid homes to 626 households. Promoting the strength of the great national solidarity bloc in implementing this meaningful program, in recent times, political and social organizations such as the Veterans Association, Women's Association, Youth Union, Red Cross Association... have actively participated, from propaganda, screening to mobilization and supervision.
In particular, the Front’s working committee in residential areas and organizations have called for a large amount of socialized resources, mobilized working days, construction materials, and provided additional support to households that were not strong enough to construct. The armed forces have also contributed significantly, directly participating in supporting the construction, contributing to completing the projects on schedule.
According to statistics, the total number of households with meritorious services to the revolution, relatives of martyrs, poor households, and near-poor households needing support to build new and repair houses in the whole province in 2025 is 7,663 households (4,460 households building new houses, 3,203 households repairing houses). The total mobilized budget for the program is 607.463 billion VND, of which 100% of the budget has been allocated according to the plan.
In the context of difficult revenue sources, Quang Tri province has paid attention to arranging the budget according to Resolution No. 70/NQ-HDND and additional support policies to achieve the general support level from the cost savings source, creating a basis to ensure the support level and progress, improving the quality of housing and the comprehensiveness of the programs.
Socialized resources have received attention, direction and mobilization from the Central and Provincial Steering Committees for Eliminating Temporary and Dilapidated Houses, along with the attention of ministries, branches, units and charitable organizations and individuals. Thanks to that, nearly 450 billion VND has been contributed to the "For the Poor of the Province" Fund to serve the program of eliminating temporary and dilapidated houses, accounting for 87% of the total implementation capital.
In Quang Tri, the program was implemented seriously, systematically, to the right target, on schedule, achieving practical results and creating great spread. The coordination between forces in implementing the program was carried out synchronously, extensively and effectively, mobilizing the combined strength of the entire political system and the people. Along with that, many creative models of solidarity and mutual assistance among the people have been replicated and spread.
Hai Lang district has become a bright spot in the movement as it is the first locality in the province to complete the program of eliminating temporary and dilapidated houses. According to Vice Chairman of the Vietnam Fatherland Front Committee of Hai Lang district Vo Van Vuong, to achieve this result, the district has implemented many synchronous solutions with flexible, creative and practical approaches.
Front officials, associations, and mass organizations coordinate with commune and town authorities to visit each household to survey the current situation, identify the correct needs, avoid missing or overlapping subjects, and help develop appropriate and timely support plans.
The district has also effectively mobilized resources from the State, the “For the Poor” Fund, and policy capital; and mobilized businesses and philanthropists to contribute. People also joined hands to support labor and materials, creating a very vibrant movement of solidarity to help each other build houses.
Political Commissar of Huong Lap Border Guard Station, Lieutenant Colonel Thai Anh Tu said: The unit has mobilized more than 120 officers and soldiers with more than 280 working days to support the construction and repair of houses for 30 households in Huong Viet and Huong Lap communes (Huong Hoa district); at the same time, directly called on agencies and units to support 70 million VND to build a border shelter for a poor household.
Thereby contributing to the two communes of Huong Lap and Huong Viet to effectively carry out the task of eliminating temporary and dilapidated houses in the area. The unit always identifies this as an important task, so it has done its best to help people have joy in new houses, while also demonstrating the responsibility and heart of a soldier to the people.
Along with the provincial border guards, forces such as the provincial police, the provincial military command, the 337th Economic-Defense Group, the 968th Division, the militia and self-defense forces... are both the main sponsors and the direct forces helping people build and repair houses, especially in remote areas and ethnic minority areas.
Through the above activities, the good impression of the spirit of "Uncle Ho's soldiers" and the image of "people's police" are further affirmed in the hearts of cadres and people throughout the province.
