The province currently has about 397km of dikes of all types, including 33km of national dikes, 134km of level IV dikes and 230km of level V dikes, protecting more than 43,600ha of production and living land, along with about 250,000 people living in low-lying, coastal and riverside areas. After the severe impact of storm No. 3 (Yagi), many locally managed level IV dikes have seriously degraded. Through surveys, some areas have experienced landslides, cracks, water seepage and termite nests, threatening the safety of the works and the lives of people living along the dikes.
Faced with the above situation, on March 4, 2025, the Provincial People's Committee issued Decision No. 631/QD-UBND, approving the plan to repair and maintain 8 level IV dykes. The plan's objective is to improve disaster prevention capacity, ensure safety during the rainy and flood season, and contribute to stabilizing people's lives and production. The total cost of implementing the projects is up to 36 billion VND, allocated to the following items: Repairing and reinforcing the dyke surface; handling landslides, cracks, and leaks; handling termite nest collapses; planting wave-breaking trees and renovating the dyke toe corridor... The dykes prioritized for repair are concentrated in the following localities: Dong Trieu, Uong Bi, Ha Long, Mong Cai, Quang Yen, Tien Yen, and Hai Ha.
During Typhoon Yagi, the Hong Phong dike (Dong Trieu City) was flooded over the top of the dike, causing flooding of the inner crop areas. Therefore, of the 8 dikes being repaired this time, the 700m long Hong Phong - Tran Hung Dao route was identified as the key dike and was the first project to be implemented. According to the leader of the Viet Duc Forestry Project Management Board (Department of Agriculture and Environment), the unit assigned to be the investor of the projects, immediately after the plan was approved by the Provincial People's Committee, the unit urgently implemented the investment plan and submitted the bidding plan. It is expected that in June, the contractor selection will be organized, bidding will be conducted online, striving to complete all 8 projects in the third quarter of 2025.
In parallel with the investment in dike repair, localities in the province are also required to regularly inspect and review the status of dike works, reservoirs, flood drainage culverts, etc. to take timely measures if signs of unsafety are detected. In Quang Yen town, the Ha Nam dike - the only level III dike in the province, after the 2024 storm season, the authorities of the communes and wards where this important dike passes through coordinated with the dike management unit to carefully inspect the current status to detect damage and unfavorable factors that threaten the safety of the works. At the same time, identify key routes and areas to have protection plans. To date, the entire route has been repaired and upgraded to a scale that ensures it can withstand level 10 storms and 5% high tides. Mr. Doan Van Tien, Vice Chairman of Nam Hoa Ward People's Committee (Quang Yen Town), said: In early 2025, the Ward People's Committee issued a decision to establish a Steering Committee for Natural Disaster Prevention and Search and Rescue. With the protection of the dike, from the experience of responding to storm No. 3, the locality has a plan to coordinate against flooding when the tide rises; continuously propagate people to participate in protecting mangrove forests along the dike in the commune. In addition, there is a plan to evacuate promptly when bad situations suddenly occur to ensure the safety of people's lives in natural disasters.
According to Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment, based on the Department's proposal, the Provincial People's Committee has approved the establishment of a Project to improve the safety of the province's dike system to adapt to climate change, period 2025-2030 with a vision to 2050. In particular, it proposes solutions to upgrade the province's dike lines to a level capable of withstanding natural disasters of similar intensity to storm No. 3 combined with high tides. In addition, the Department organizes the development and approval of a plan to protect the key dike area of Ha Nam (Quang Yen town), with disaster scenarios and handling solutions. In the coming time, the province will continue to organize training to improve the capacity of organizations and individuals in the management and protection of works; promote propaganda on natural disaster prevention and control, protection of natural disaster prevention works; promote propaganda in many forms, promoting the highest efficiency of proactive natural disaster prevention in the community...
With the participation of the entire political system, Quang Ninh province is making efforts to gradually upgrade and strengthen the dike system, aiming to minimize damage caused by natural disasters and ensure the safety of people's lives and property and the state in all situations; adapt to climate change, build a sustainable infrastructure system and develop the local socio-economy in a stable and long-term manner.
