The Law amending and supplementing the Law on Officers of the Vietnam People's Army officially took effect from today (December 1). This law was just passed by the National Assembly 3 days ago.

For lieutenant officers, the service age will be 50, an increase of 4 years compared to current regulations. Other ranks will also be adjusted, major 52 (increased by 4 years), lieutenant colonel 54 (increased by 3 years), senior colonel 56 (increased by 2 years) and colonel 58 (increased by 1 year for men and 3 years for women). The service age for generals will remain at 60 for men and increase by 5 years to 60 for women.

The retirement age of reserve officers has also been increased. Specifically, the retirement age of reserve officers will increase from 51 to 53, majors from 53 to 55, lieutenant colonels from 56 to 57, senior colonels from 57 to 59, and colonels from 60 to 61. The retirement age of generals will remain at 63. For commanders of commune-level military commands, the service age will be regulated according to the Labor Code.

New regulations on bonus levels for officers

The Ministry of National Defense issued Circular No. 95 guiding the implementation of bonus regime for subjects receiving salaries from the state budget under the management of the Ministry of National Defense. The Circular takes effect on December 25.

For those who are assessed and classified as having completed their tasks excellently: In 2024, the bonus is equal to 4 times the basic salary; from 2025 onwards, the bonus is equal to 8 times the basic salary.

For subjects evaluated and classified as having completed their tasks well: In 2024, the bonus is 3.5 times the basic salary; from 2025 onwards, the bonus is 7 times the basic salary.

For subjects evaluated and classified as having completed their tasks: In 2024, the bonus is 1.5 times the basic salary; from 2025 onwards, the bonus is 3 times the basic salary.

During the year, if officers, professional soldiers, defense workers, etc. receive salaries from the state budget for 7 months or more, the bonus level is equal to 1 time the above bonuses; if receiving salaries from the state budget for less than 7 months, they will receive 1/2 of the above bonuses.

In addition, soldiers are entitled to an extraordinary bonus when they have extraordinary achievements in unforeseen circumstances, occurring outside of the plan or outside of the regular tasks that the individual is assigned to undertake.

Increased compensation for mine clearance workers

Deputy Prime Minister Le Thanh Long signed Decision No. 16/2024 on compensation regime for subjects receiving salaries and allowances from the State budget who directly perform the tasks of surveying and clearing post-war bombs, mines and explosives.

According to the decision, officers, professional soldiers, non-commissioned officers, soldiers, defense workers, defense officials, cadres, civil servants, and public employees assigned by competent authorities to directly perform the task of surveying and clearing bombs, mines, and explosives are entitled to salary, allowances (if any), and other regimes and policies according to the provisions of law.

From December 1, the allowance for people directly surveying and clearing bombs and mines will increase from 180,000 VND/person/day to 350,000 VND...

Eliminate teacher promotion exams

Circular 13 of the Ministry of Education and Training took effect from December 15, in which instead of having to take exams, teachers can register for promotion if they meet the standards of expertise, professionalism, political qualities, professional ethics, and years of work.

For example, a Grade III preschool teacher who wants to be promoted to Grade II must have been rated "Excellent in completing tasks" or higher for two consecutive years. General education and pre-university teachers must meet this condition for three years.

To be considered for promotion from Grade II to Grade I, teachers must have 5 consecutive years of "Good performance" or more, including at least two years of "Excellent performance". In addition, they must have emulation titles and awards during their time holding Grade II. This is to ensure that a title or achievement cannot be used simultaneously for two promotions (from Grade III to II and from II to I).
