The Government held an online meeting to collect opinions on the Draft Law on Amending and Supplementing a Number of Articles of the Land Law in 2024

- On August 29, Deputy Prime Minister Tran Hong Ha chaired an online meeting with localities on the Draft Law on Amending and Supplementing a Number of Articles of the 2024 Land Law. Attending the conference at the Government headquarters were leaders of a number of central ministries, departments, and branches and representatives of a number of relevant associations and enterprises.

According to a report by the Ministry of Agriculture and Environment , the Draft Law on Amending and Supplementing a Number of Articles of the 2024 Land Law has amended and supplemented a number of articles and clauses with the aim of institutionalizing the Party's viewpoints, removing difficulties in law enforcement, and adjusting to suit the 2-level local government model.

The amended and supplemented law mainly concerns the following contents: establishing and adjusting land use planning and plans; leasing land use rights for certain types of projects; land recovery, compensation, support, and resettlement procedures for certain types of projects; auctioning land use rights; funding for construction, management, and operation of the national land information system; authority of the People's Committees at the commune and ward levels to manage agricultural and forestry land handed over by enterprises;... At the same time, the amended law also includes the abolition of certain points and clauses in the articles of this law.

At the meeting, delegates focused on studying and contributing opinions on the revised and supplemented contents. In particular, representatives of the People's Committees of provinces and centrally-run cities and relevant associations made specific related proposals such as: adjusting the effective time of the revised and supplemented law; amending regulations on land recovery to implement socio-economic development projects; regulating the time to determine land prices for bidding projects; supplementing content to be able to soon put some articles and clauses of the Land Law into practice, serving the actual situation when operating the 2-level government model; land recovery in cases where the investor has reached an agreement with over 75% of households or project area; time to calculate land use fees and land rent for projects that are bidding to select investors...

Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the comments of the delegates. To ensure the time to complete the draft Law on Amendments and Supplements to a Number of Articles of the Land Law 2024, the Deputy Prime Minister requested that localities continue to focus on research and provide written comments to the Government Office and the Ministry of Agriculture and Environment for the above agencies to monitor and synthesize.

Based on the comments, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to fully absorb the comments at the meeting and urgently coordinate closely with relevant ministries and branches to study and edit the draft contents in accordance with legal regulations and local realities.
