The Government issued an Action Program to make breakthroughs in education and training development.

The objective of the Action Program is to institutionalize and fully implement the viewpoints, goals, tasks and solutions set forth in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development (referred to as Resolution No. 71-NQ/TW).

Unify the action program, identify specific tasks for ministries, branches, agencies and localities to develop action plans, organize implementation, inspect and evaluate the implementation of Resolution No. 71-NQ/TW, realize the goal of expanding equitable access, improving the quality of preschool and general education to reach advanced levels in the Asian region; improve the capacity and quality of human resource training, meeting the requirements of socio -economic development of the country; elevate higher education institutions to become national centers of knowledge and innovation so that by 2035 the education and training system will continue to be modernized, with strong and steady progress in access, equity and quality; by 2045, Vietnam will have a modern, equitable and quality national education system, ranked among the top 20 countries in the world.

In order to achieve the goals set out in Resolution No. 71-NQ/TW, the Government requests ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to continue to effectively implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration", Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo to continue to implement Resolution No. 29-NQ/TW; and organize the drastic, effective, and synchronous implementation of the following 8 tasks:

Firstly , raise awareness, innovate thinking and action, and determine strong political determination to make a breakthrough in education and training development.

Second , strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development.

Third , strengthen comprehensive education of morality, intelligence, physical fitness, and aesthetics, forming a system of values for Vietnamese people in the new era.

Fourth , comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.

Fifth , focus on building a team of teachers and standard school facilities, improving the quality of preschool and general education.

Sixth , reform and modernize vocational education, creating a breakthrough in developing human resources with high vocational skills.

Seventh , modernize and improve university education, create breakthroughs in developing highly qualified human resources and talents, and lead research and innovation.

Eighth , promote deep international cooperation and integration in education and training.
