Timely payment of pensions and social insurance benefits when operating two-level local government

According to Vietnam Social Security, when implementing the two-tier local government model, the payment of pensions and social insurance benefits will not be interrupted.

With the consistent viewpoint of "taking people and enterprises as the main subject and service center", Vietnam Social Security (VSS) always identifies the task of ensuring full and timely benefits for beneficiaries as a key task. Accordingly, the entire System has proactively focused all resources and applied information technology to organize monthly pension and social insurance allowance payments to beneficiaries nationwide, not affected by the conversion of the 2-level local government model from July 1, 2025.

For beneficiaries receiving benefits through personal accounts, the Social Insurance agency will directly transfer money to the beneficiary's personal account from the first working day of the month. For beneficiaries receiving cash, payments will be made as usual at payment points according to the monthly pension and social insurance allowance payment schedule agreed upon between the Social Insurance of the province, centrally-run city and the provincial Post Office .

Currently, the entire Vietnam Social Security System pays monthly pensions and social insurance benefits to about 3.4 million pensioners and social insurance beneficiaries. In the July 2025 payment period, the Social Security agency directly paid through personal accounts to about 81% of pensioners and monthly social insurance beneficiaries nationwide. In addition, beneficiaries can receive money in other flexible payment methods such as cash at payment points or payment at home (for cases of old age, loneliness, illness, and infirmity that are unable to come to the payment point).

Implementing the Government 's policy of promoting non-cash payments, encouraging beneficiaries to register to receive pensions and social insurance benefits through personal accounts to avoid wasting time traveling and receive benefits quickly and conveniently. This is also a solution to optimize the payment process, contributing to building a sustainable, modern and transparent social security system.
