Hot instructions from the Minister of Construction at the Dong Dang

Minister of Construction Tran Hong Minh presented decisions to newly appointed officials.

Minister of Construction Tran Hong Minh listened to the leader of Dong Dang - Tra Linh Expressway Joint Stock Company report on the progress of the project implementation.

During a recent working trip to Cao Bang , Minister of Construction Tran Hong Minh inspected the construction of the PPP project to invest in the construction of the Dong Dang - Tra Linh expressway.

Reporting on site clearance, Mr. Dang Tien Thang, General Director of Dong Dang - Tra Linh Expressway Joint Stock Company (project enterprise) said that up to now, local authorities have handed over 93.14 km/93.35 km of site (equivalent to 99%) for construction.

To speed up progress, contractors have mobilized 1,500 machines and 3,260 workers organized into 326 construction teams.

Up to now, the construction output of the PPP project to invest in the construction of Dong Dang - Tra Linh expressway phase 1 has reached 3,350 billion VND/10,628 billion VND, equivalent to 31.5% of the total project value.

Of which, road construction contractors have dug 13.81/23 million m3, filled 7.25/15 million m3, completed 410/511 culverts and underpasses; are constructing 54/59 bridges (5 overpasses have not been constructed); completed 26,432/29,720m of bored piles; completed 203/314 bridge piers and piers.

As of June 30, 2025, there are less than 6 months left to complete the goal of opening the Dong Dang - Tra Linh expressway phase 1 as directed by the Prime Minister , contractors are rushing construction.

Dong Dang - Tra Linh Expressway Joint Stock Company affirmed that resources have been mobilized by contractors at a very high level, with the number of machines and human resources increased from 1.5 to 2 times compared to before to expand construction sites and shorten the project's progress.

However, the biggest challenge at the Dong Dang - Tra Linh highway construction site is the weather conditions in the construction area, which have been experiencing heavy rain for many weeks now.

Mr. Dang Tien Thang said that if the weather continues to be unfavorable, the situation of the construction site being divided will cause great damage. In particular, thousands of workers are at risk of having to temporarily stop working, while equipment and machinery are waiting, causing a waste of resources and seriously affecting the construction progress.

Faced with this situation, the project enterprise has proactively coordinated with contractors to develop a construction plan during the rainy season, providing training on labor safety, environmental sanitation and skills to respond to extreme weather conditions for all workers at the construction site.

In addition, Dong Dang - Tra Linh Expressway Joint Stock Company proposed that the People's Committees of Lang Son and Cao Bang provinces complete the site clearance work, including technical design steps, relocation of technical infrastructure, and handover of dumping sites before July 15, 2025.

Cao Bang Provincial People's Committee also needs to speed up the progress of adjusting the investment policy of the Phase 1 Project, signing the contract appendix in July 2025; completing the approval of the Phase 2 project so that the investor can promptly start construction on August 19, 2025.

“The Ministry of Construction and the People's Committee of Cao Bang province need to soon agree on the transitional content to implement decentralization and delegation of authority according to Decree 144/2025/ND-CP regulating decentralization and delegation in the field of State management of the Ministry of Construction so that the Project Enterprise can continue to coordinate implementation,” said Mr. Dang Tien Thang.

Recognizing the efforts of units to overcome weather difficulties, Minister Tran Hong Minh directed contractors to continue to mobilize maximum machinery and human resources, work in "3 shifts, 4 shifts", and take advantage of the sunny weather to compensate for output and progress.

“This is one of the highway projects with particularly difficult construction conditions, but it also has important political and strategic significance, so it needs to be prioritized in allocating resources to ensure progress and quality goals,” Mr. Tran Hong Minh directed.

The head of the construction industry requested local authorities to promptly remove difficulties and obstacles for investors and contractors to meet the goal of completing the project in 2025 and starting phase 2 on the occasion of the August 19 anniversary.
