Need to pay attention to investment in ethnic minority areas

(GLO)-During the process of commenting on the draft Political Report to be submitted to the Gia Lai Provincial Party Congress for the 2025-2030 term, many opinions requested additional directions and tasks for investment in transport infrastructure, irrigation, and programs and projects to support production, especially in the ethnic minority areas in the west of the province.

In Po To commune, 25/25 affiliated party organizations have collected opinions from cadres, party members and people on draft documents to be submitted to the 1st Provincial Party Congress, term 2025 - 2030.

Party Secretary of the commune Huynh Van Truong said: The majority of opinions said that the draft Political Report has closely assessed the situation, proposed basic goals and solutions suitable to the reality of the province.

However, some opinions suggested adding specific directions and tasks for the content: "Arranging resources to invest in transport infrastructure, irrigation, programs and projects to support production development to improve people's lives, especially ethnic minority areas in the western localities along National Highway 25 and the Eastern Truong Son route of the province".

According to Mr. Truong, this is an area with a high concentration of ethnic minorities, and the poverty rate is still high. Rural transport infrastructure is degraded, and the connecting transport system is not synchronized, causing difficulties in the circulation of goods and access to social services. The irrigation system is still limited, not meeting irrigation needs, especially in the context of severe climate change.

“In Po To commune, the area of ​​agricultural land with proactive irrigation water accounts for only 3.5%, equivalent to 500/14,200 hectares. This leads to unsustainable agricultural production, making it difficult for people to escape poverty. If there is no fundamental solution, the risk of falling behind will persist, slowing down the overall progress of the province,” Mr. Truong assessed.

Sharing the same view on infrastructure development in the western part of the province, Secretary of the Party Committee of Ayun Pa Ward, Tran Quoc Khanh, stated: The draft needs to supplement investment solutions for tourism development in the western part of the province, especially in areas with great potential but not yet fully exploited. Forming concentrated processing zones in agriculture, aiming to create clean products. Along with that, investing in modern equipment to serve public administration work; at the same time, attracting businesses to invest in the field of physical education and sports.

Mr. Khanh also proposed to add content to the task: "Expand and upgrade provincial road 668; at the same time, the province proposed the Ministry of Construction to study investment, upgrade, expand and complete National Highway 25 from Chu Se intersection to Tuy Hoa (Dak Lak province)". Because the traffic network connecting the new administrative units still has many shortcomings, the space is large but lacks technical infrastructure, hindering economic development and improving people's lives.

Not only infrastructure, some opinions contributed to the poverty reduction target in the draft Political Report. Some opinions said that on page 43, section 3.4, the content "striving to have no poor households by 2030" is unreasonable.

The reason is that in some communes in the West of the province, the poverty rate is still high, life is difficult, so it is very difficult to completely eliminate poverty. Therefore, it is necessary to adjust to: "strive to reduce the poverty rate lower than the national average".

Agreeing with this, Mr. Pham Van Phuong - Secretary of the Party Committee of Ia Hiao commune - said: The target of "no more poor households by 2030" cannot be achieved. In fact, from Ia Hiao commune, by the end of 2024, the commune still has 120 poor households, accounting for 2.54%.

The target assigned by the Provincial People's Committee for the period 2025 - 2030 is to reduce the multidimensional poverty rate by 0.6%/year. However, through a preliminary review, the number of poor households in the commune has increased significantly. Implementing Plan No. 14/KH-UBND, dated July 29, 2025 of the Provincial People's Committee on reviewing poor and near-poor households, Ia Hiao commune will conduct a review of the situation and report to the province to propose adjusting the target to suit the local reality.

From the above opinions, it can be seen that the issue of transport infrastructure, irrigation and sustainable poverty reduction in the western region of the province is a major concern of cadres, party members and people. Attention to investment in this area is not only a condition to improve the lives of ethnic minorities but also creates a driving force to promote the overall development of the whole province in the coming period.
