To effectively deploy and apply the two-component electricity price mechanism early and meet new requirements, the Minister of Industry and Trade requested the Electricity Department to coordinate with EVN and related units to review and complete the two-component electricity price project "in a scientific and feasible manner, learning from international experience".
According to the Ministry of Industry and Trade , this project is expected to be submitted to the leaders of the Ministry of Industry and Trade and competent authorities before October 15. Along with that, there must be an assessment report on the project's impact, providing full information, and reporting to the Government.
At the same time, the Ministry also requested the Electricity Department to preside with relevant units and Vietnam Electricity Group (EVN) to review, calculate, and propose amendments to Decision No. 14 of the Prime Minister on the structure of retail electricity prices based on current legal bases and implementation in practice; urgently develop a circular to amend Circular 16 to stipulate the method of developing a price framework, in parallel with the roadmap for developing a price framework for the two-component electricity price mechanism.
In particular, EVN must play a leading role, proposing a method for building a price framework, ensuring the principle of correctly calculating, fully calculating, and calculating all costs in the process of electricity production and business, including transmission costs.
In addition, also following the direction of the Ministry of Industry and Trade, EVN continues to advise all levels and decide on the target groups to apply the 2-component electricity price mechanism. EVN needs to hire consultants and build transparent and smooth operating software, to be completed before October 20, 2025, but must closely follow the Electricity Law, Resolution 70, and the upcoming Decree of the Government implementing Resolution 70 of the Politburo.
"In the immediate future, this mechanism will apply to large electricity users, without exception. From now until December 31, two bills will run in parallel, one according to the current mechanism for actual payment, one according to the two-component mechanism for customers to refer to and self-adjust. Later, when widely deployed, electricity prices according to peak and off-peak hours will ensure greater fairness," said the Minister of Industry and Trade.
Previously, the draft decision regulating the roadmap for piloting two-component electricity prices was drafted by the Ministry of Industry and Trade and is seeking opinions from ministries and branches, proposing 4 stages for piloting two-component electricity prices.
