When will the 2-component electricity price be applied?

(Dan Tri) - The Ministry of Industry and Trade proposed to pilot a two-component electricity price from the beginning of next year, then officially test it for one year and expand its application from August 2027.

The draft decision on the roadmap for piloting two-component electricity prices is being consulted by the Ministry of Industry and Trade . The Ministry proposes to apply this pricing mechanism in four phases.

Phase 1 is from now until the end of June 2026, conducting surveys, updating data, and applying in advance to the group of production customers participating in the direct electricity trading mechanism according to Decree 57/2025 of the Government on direct electricity trading between renewable energy power generation units and large electricity users.

During this phase, the authorities will collect all metering data such as maximum power usage, power consumption, along with electricity usage characteristics according to typical load charts of customer groups. From there, propose a plan to adjust the retail electricity price of 2 components to suit fluctuations in input parameters, if any.

Phase 2 is communication and paper pilot, from January to June 2026. The authorities will issue parallel invoices (without actual payment) to all customers as prescribed.

Phase 3 is a two-component pricing mechanism that will be officially tested for one year from July 2026 to July 2027. During this time, the authorities will monitor and evaluate the level of load changes, electricity usage behavior, customer reactions, as well as the impact of the new mechanism on electricity bills and electricity sales revenue compared to the current pricing mechanism.

Phase 4 is from August 2027. At this stage, the Ministry of Industry and Trade will evaluate and expand the application of the two-component electricity price to customer groups.

According to the draft, Vietnam Electricity Group (EVN) is responsible for developing, calculating and proposing retail electricity prices with two components to submit to the Ministry of Industry and Trade and implement according to the above roadmap.

The two-component electricity price includes the price that electricity users must pay for the registered capacity and the price for the amount of electricity consumed. Most countries in the world apply this form. Meanwhile, Vietnam is maintaining a price mechanism based on a component of electricity consumption, which means calculating according to the amount of electricity actually used.

The two-component electricity price mechanism is assessed to accurately reflect the costs the electricity industry must spend to serve each customer, including the cost of transmission lines, transformer stations and electricity costs. The first impact point is to reduce cross-subsidy between customer groups, while avoiding the registration of large but unused capacity.

Previously, in a report sent to the Ministry of Industry and Trade in November 2024 on the two-component electricity price mechanism, the group proposed to build a two-price system. Specifically, with the basic price system, this two-component electricity price system is based on the foundation of long-term marginal costs and adjusted according to the characteristics of consumer households.

The Group assessed that the above plan fully reflects the operating costs of electricity production and business, including only residential and non-residential customers.
