The Politburo approved the content of the 1st Tuyen Quang Provincial Party Congress.

On the afternoon of September 9, at the Party Central Committee Headquarters, Working Group No. 2 of the Politburo worked with the Provincial Party Committee Standing Committee to give opinions on the draft documents and personnel plan for the Party Committee to be submitted to the 1st Provincial Party Congress, term 2025 - 2030. Comrade Pham Minh Chinh, Politburo member and Prime Minister chaired the meeting.

Attending the event were comrades: Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission; General Phan Van Giang, Politburo member, Minister of National Defense ; leaders of a number of central departments, ministries and branches.

On the side of Tuyen Quang province, there were comrades: Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, and comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, People's Committee, and a number of provincial departments, branches and sectors.

At the meeting, Comrade Hau A Lenh, Secretary of the Provincial Party Committee, reported on the preparation of draft documents to be submitted to the 1st Provincial Party Congress. The political report was developed through many rounds of drafting, widely consulting with cadres, party members, people of all walks of life and experts.

The draft political report sets out the goals for the next term: Maintaining solidarity and unity; building a clean and strong Party and political system; firmly protecting national sovereignty and borders; promoting all potentials, advantages, resources, motivations and new development spaces for rapid and sustainable development; ensuring social security, improving and comprehensively enhancing people's lives; successfully implementing the goal of becoming a fairly developed, comprehensive, sustainable, high-middle-income province by 2030 and striving to become a developed, high-income province by 2045; self-reliant, confident in the new era, prosperous and happy development.

Provincial Party Secretary Hau A Lenh also reported on the preparation of the draft Report on Review of the leadership and direction of the Provincial Party Committee, term XVII, 2020 - 2025; the draft Resolution of the 1st Provincial Party Congress, term 2025 - 2030 and the Party Committee's personnel plan for the term 2025 - 2030; and personnel to attend the 14th National Party Congress. Accordingly, the personnel plan implemented by the province ensures compliance with the procedures and regulations according to Directive No. 45-CT/TW of the Politburo and guiding documents of the Central Committee.

Politburo members, Party Central Committee Secretaries, and leaders of central departments, ministries, and branches have contributed many thoughtful and profound opinions to the documents of the Provincial Party Congress. They suggested that the political report should clarify the advantages and challenges after the merger; add content on developing the border economy, improving the lives of ethnic minorities, linking economic development with maintaining national defense and security, and protecting national border sovereignty.

Some opinions emphasized that Tuyen Quang needs to pay attention to developing inter-regional transport infrastructure, promoting digital transformation, exploiting the potential of historical - cultural - ecological tourism, and focusing on training high-quality human resources.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the seriousness, responsibility and diligence in the province's preparations for the Congress. He emphasized: After merging with Ha Giang, Tuyen Quang has become a province with a particularly important strategic position in the midland and mountainous region of the North, being both a mountainous province and having a national border.

Therefore, the draft political report needs to continue to be reviewed and supplemented to fully reflect new potentials and advantages; at the same time, frankly point out specific limitations and difficulties such as fragmented terrain, limited infrastructure, and difficult lives for a part of the people in remote areas.

Regarding the theme of the Congress, the Prime Minister suggested that the province consider building it according to the theme: Promoting the tradition of the revolutionary homeland; continuing to enhance the leadership and fighting capacity of the Party and Party members; developing the economy and society rapidly and sustainably, linked with national defense and security; accompanying the whole country in the era of national development.

Regarding breakthroughs, the Prime Minister suggested that the province should focus on infrastructure construction, especially the transport system connecting with provinces and localities nationwide; focus on human resource development, increase investment in education; poverty reduction also needs to be given systematic attention, with specific planning and plans, not general ones.

For some limited indicators, he suggested that the province should analyze carefully and clearly state the causes in order to propose more drastic solutions and action programs. Along with that, it is necessary to analyze and calculate solutions to mobilize resources for development, in which the strength of people's resources should be highlighted.

He also suggested that the Congress Resolution should focus on the task of Party building and creating a good environment for Party development based on the Party's principles; the review report should be highly combative. The action program and resolution should be completed promptly, concise, easy to listen to, easy to understand, easy to check, and easy to implement; the action program should define the specific content of the work in a scientific and concrete manner, choosing what to do first and what to do later.

The Prime Minister also noted that the province needs to prepare personnel for the Party Committee strictly, democratically, objectively, ensuring the structure and quantity, focusing on cadres with capacity, courage, and prestige, especially cadres from ethnic minorities and young cadres. It is necessary to select cadres with heart, virtue, vision, dedication, and a high sense of responsibility.

Provincial Party Secretary Hau A Lenh, on behalf of the Provincial Party Committee, thanked the Politburo, the Secretariat and the Central agencies for their attention and guidance. On the basis of seriously absorbing the guidance and comments, the Provincial Party Committee will continue to review, edit and supplement to perfect the documents with the highest quality, demonstrating the political determination, intelligence and strong aspirations of the Party Committee and the people of all ethnic groups in Tuyen Quang province in the 2025-2030 term.
