'Prohibit teachers from tutoring regular students to ensure transparency and avoid vested interests'

Minister of Education and Training Nguyen Kim Son said Circular 29 does not prohibit extra teaching and learning, it only prohibits a few things: teachers are not allowed to teach extra lessons with regular students, to avoid interests interfering with teaching and learning, and lack of transparency.

On the morning of June 20, debating with the Minister of Education and Training on the issue of extra teaching and learning, delegate Nguyen Van Than ( Thai Binh delegation) said his opinion is not to ban extra teaching and learning, and also not to ban forcing students to take extra classes because it is impossible to check whether teachers force students.

"My thinking is that teachers are good and students want to learn more or overcome ignorance, so let them teach. As for taking money, it's an agreement between the two parties, there's no problem thinking for them like that," Mr. Than said.

The Thai Binh delegation also said that teachers should be allowed to teach their students directly, but should not be allowed to collect money.

"Suppose someone takes money and you don't know, then you don't need to care about it. I think like that to be open-minded, but don't think about checking. How can you check? I'm telling the truth about social reality," Mr. Than said.

Speaking to delegates, Minister of Education and Training Nguyen Kim Son emphasized that Circular 29 was published online right from the time the draft was discussed, and is still available online.

He affirmed that Circular 29 does not prohibit extra teaching and learning, but only "prohibits a few things". "That is, teachers and students who have taught in class are not allowed to drag each other out to teach and learn more. Students want to find other teachers, want to find good teachers, want to teach and want to learn, no one prohibits that", Mr. Son said.

According to the Minister of Education and Training, the nature of Circular 29 is to regulate extra teaching and learning. In addition to not being allowed to teach extra classes to regular students, teachers are allowed to participate in extra teaching activities according to regulations. However, if the number of extra-curricular teaching hours is too much, teachers will not have enough time to focus on the quality of regular teaching hours.

Ending the horror of parents and students with the high school entrance exam

Expressing his opinion in a debate with the Minister, delegate Nguyen Cong Long ( Dong Nai delegation) said that the current student streaming policy aims to stream 40% of students who will not continue to high school after graduating from junior high school, which is very difficult.

According to Mr. Long, this division of labor is not effective and does not ensure the current requirements for human resource quality.

"For many years, students have always wanted to go to high school. We must use high school as a foundation to divide the streams. I also want to end the horror of parents and students every summer when the high school entrance exam comes," said Mr. Long.

Delegate Nguyen Cong Long hopes that theeducation sector will soon end the horrible summer for parents and students with the increasingly stressful high school entrance exam.

Responding to delegates, Minister of Education and Training Nguyen Kim Son admitted that the division of 40% into vocational training after junior high school and 60% into high school is a rigid division that lacks scientific and practical basis.

Mr. Son said that this student streaming rate is stipulated in Decision 522 of 2018 of the Prime Minister and was advised by the Ministry of Education and Training.

However, Decision 522 regulates the period 2018 - 2025 and at this point new regulations need to be issued to replace it.

The Ministry of Education and Training is proposing another decree to replace it in the direction that career guidance must be substantial and voluntary, ensuring that all students who wish to study at high school level can do so.

"Many countries have oriented towards universal high school education, no longer using junior high school as the standard. The current level of vocational training in the world is also much higher," Mr. Son emphasized.

The Minister of Education and Training added that the ministry is proposing to amend three laws, including the Law on Education and Training, the Law on Vocational Education, and the Law on Higher Education. Of these, the very important content is to create an integrated education system between general education, vocational training, and university, in a synchronous and harmonious manner. The division of education is voluntary and meets the requirements of the new stage.
