The rate of administrative procedure settlement on time and on schedule reaching over 99% is a testament to the province's efforts, and at the same time contributes to improving and enhancing the spirit of serving the people.

These days, implementing the policy of exchanging party membership cards according to regulations, the police in remote communes have directly transported machines to each house of elderly and weak party members to complete procedures to receive documents. People coming to the commune-level government to carry out administrative procedures or request work according to regulations are all warmly welcomed and served attentively.

Mr. Luc Phuc Cuong, Ban Lanh village, came to Yen Phong Commune Police to register for level 2 electronic identification according to regulations and to change his party membership card. Here, he was welcomed, guided, explained and quickly completed the procedures by police officers and soldiers. According to Yen Phong Commune Police, the unit arranged vehicles to pick up and drop off the elderly to the headquarters to register for level 2 electronic identification. For cases where people have difficulty traveling, the unit will arrange vehicles and find solutions to pick them up and drop them off safely.

In addition to directing the strict implementation of the province's regulations on administrative procedure reform solutions, many communes and wards in Thai Nguyen have implemented creative methods, both promoting propaganda and increasing work efficiency. In early August 2025, Duc Xuan Ward launched a model of giving souvenirs when people successfully submitted their marriage and birth registration applications online. Citizens with successful online registration applications who come to receive the results will receive souvenirs and congratulatory letters from the People's Committee. According to the leader of Duc Xuan Ward People's Committee, the model aims to raise awareness for people to access and use online public services, while spreading the spirit of "Understanding people to accompany - Being close to people to share - Listening to people to act".

To ensure service to the people, Thai Nguyen Provincial Post Office coordinated to organize the reception and return of administrative procedure settlement results via post. The Provincial Post Office sent 102 officers to 92 public administrative service centers of communes and wards to support the government in completing documents and returning administrative procedure settlement results to people and businesses.

Up to now, the two-level local government in Thai Nguyen has been operating stably, smoothly and effectively. As of August 10, the whole province no longer has any communes or wards at the red alert level for handling administrative procedures; 63/92 communes and wards have achieved the "green" status as required. Statistics from July 1, 2025 to August 15, 2025, the whole province has received 101,353 administrative procedure settlement dossiers, of which more than 61% of the dossiers were submitted online. People expressed their agreement and expectations for the apparatus to operate effectively, efficiently, and more closely to the people. This result was achieved because the province promptly issued many directive documents, specifying the policies of the Central Government and the Provincial Party Committee on operating the two-level local government model, ensuring unified awareness, creating high consensus in the entire political system and the people.

According to the Provincial People's Committee, up to now, 100% of communes and wards have provided information and propaganda about the activities of the public administrative service center to the people in the area. The commune authorities mobilized the participation of union members, youth, students, and non-professional activists to support, guide, and advise people on administrative procedures; at the same time, directed the settlement of non-territorial administrative procedures, supporting people to the maximum extent.

Ms. Luong Thi Loan in Bac Kan ward said: The staff gave clear, enthusiastic and easy-to-understand instructions, so I could easily complete the paperwork. In particular, carrying out administrative procedures without having to return to my place of residence was extremely convenient.

Thai Nguyen province also focuses on implementing the model of "Friendly Government" in a public and transparent manner. Communes and wards regularly meet, visit and encourage people; set an example and are responsible to the people. The Department of Home Affairs regularly and suddenly inspects the implementation of public duties in communes and wards. With drastic measures, by August 11, Thai Nguyen rose to the top of the country in the Index of Service to People and Enterprises. The province achieved high scores in most of the component criteria such as: publicity, transparency; settlement progress; online services; satisfaction level; digitization of records...

To continue to consolidate and improve the quality of administrative services, the People's Committee of Thai Nguyen province has directed relevant units to urgently review, test and complete the integration, synchronization, ensuring the provision of 100% of online public services under the province's jurisdiction to the National Public Service Portal. At the same time, ensure the requirement to provide online public services through the province's administrative procedure settlement information system smoothly. For communes, the province requires focusing on reviewing and speeding up the implementation of tasks to complete the prescribed criteria, striving for 100% of communes and wards to be "green" (no more online procedures and records being delayed). Community digital technology groups, information technology and telecommunications enterprises in localities support people and businesses to submit online applications according to the motto "holding hands, showing work".

After nearly two months of operating the two-level local government, the efficiency and smoothness in handling administrative procedures in Thai Nguyen have been demonstrated. What is noteworthy is not only the high rate of on-time and early handling, but also the increasingly clear change in the government’s mindset, from “management” to “service”. This will be the foundation for promoting the socio-economic development of Thai Nguyen in the coming time.
