On June 23, a working delegation from the Ministry of Education and Training, led by Minister Nguyen Kim Son, worked with Thai Binh province on preparations for the exam.
The delegation inspected Nguyen Duc Canh High School. This testing site has 810 candidates, taking the test in 35 testing rooms. The school has developed a review plan for each topic, assigned teachers to tutor weak students... and organized two mock tests like the real test.

Minister Nguyen Kim Son asked: "Before a special exam with many new things, do teachers still have any concerns or questions?"
Ms. Pham Hai Yen, a teacher at Nguyen Duc Canh High School, said that through the instructions and guidance of the Ministry and the Department, teachers have adapted to new things and are aware of their roles and responsibilities in preparing students for the exam. Regarding the organization of the exam, staff and teachers have been trained in new points about the number of questions and how to number the candidates.
Mr. Son is also concerned about the innovation in teaching Literature, especially the exam questions for this subject according to the new program that do not use materials in textbooks. However, the subject teachers of this school shared that this is a necessary change, in the general innovation of the industry, to develop students' capacity. Being fully aware of the change in the way questions are set, teachers have promptly adjusted their teaching and review methods so that students are ready for the exam.
Mr. Nguyen Ngoc Ha, Director of the Department of Education and Training of Thai Binh province, said that the whole province of Thai Binh has more than 24,000 candidates registered for the exam, an increase of nearly 1,600 compared to last year. The province arranged 37 exam sites with 51 waiting rooms and 37 spare rooms. Nearly 3,000 officials and teachers were mobilized for exam duties, along with more than 780 people from the forces ensuring security and safety for the exam.
Up to this point, the facilities at the testing sites have been fully prepared, safe, ensuring the best testing conditions. The printing, transportation and storage of test papers and exam papers are strictly organized, in accordance with regulations, with 24/7 supervision. "The test marking work has been specifically planned, ensuring safety, confidentiality and on schedule. The activities to support candidates have been carefully implemented, so that no candidate has to drop out of the exam due to difficult conditions," said Mr. Ha.

Concluding the meeting, Minister Nguyen Kim Son emphasized that this year's High School Graduation Exam took place in a context with many special features.
This is the first exam for students studying under the 2018 GeneralEducation Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission. The exam is held in the context of implementing the arrangement and streamlining of the apparatus and organization of local governments at 2 levels nationwide; restructuring and rearranging the inspection system at all levels; restructuring and rearranging the local police force...
Highly appreciating the exam preparation work of Thai Binh province, Minister Nguyen Kim Son also noted that the direction must be coherent, decisive, and in accordance with regulations.
Note the motto "4 rights", "3 no's", "2 reinforcements". In which, "4 rights" are: correct regulations and exam instructions; correct and complete procedures; correct assigned positions, responsibilities and tasks; right time to promptly handle unusual situations and incidents.
The “3 no’s” are: no negligence, subjectivity; no excessive stress or pressure; no arbitrarily handling unusual situations or incidents. The “2 strengthens” are: enhancing the sense of responsibility and professional expertise of staff participating in organizing the exam; enhancing the spirit of self-awareness and compliance with the exam regulations by candidates.
In addition, the head of the education sector emphasized the keyword "strict". "We must be strict in handling situations. Any violations when discovered must be strictly handled, without leniency", the Minister noted.
Exam sites need to calculate backup plans to avoid being passive in situations, and apply regulations and rules. "In any situation, if there are any questions, they need to immediately ask the higher-level exam steering committee, not hide anything, and not try to handle it themselves," said the Minister.
