At the Conference, representatives of the Ministry of Finance thoroughly grasped and guided the key contents related to the work: Budget decentralization and organization of local budget revenue and expenditure management after administrative unit arrangement; organization of accounting apparatus and determination of commune and ward budget units in the two-level government model; management and use of public assets at the grassroots level after arrangement, ensuring efficiency, avoiding loss and waste; handling existing problems regarding debts, financial obligations, and budget transfer during the process of merging commune-level administrative units.

These are important contents to ensure the implementation of the policy of streamlining the state apparatus to be compact, effective, efficient, and suitable to the characteristics of each locality.
Delegates from provinces and cities discussed, shared difficulties and problems and proposed solutions during the implementation process such as: Determining the budget unit; organizing the accounting apparatus; managing public assets and debts; financial mechanisms for communes and wards in the transition period...
Concluding the conference, comrade Nguyen Duc Chi suggested that units and localities establish groups according to the financial sector to promptly exchange and reflect information on outstanding issues; proactively review and carefully assess the actual situation; closely coordinate with the Ministry of Finance in developing implementation plans, ensuring that the conversion does not cause major disruptions to local financial and budgetary activities. The Ministry of Finance will continue to complete guidance documents and is ready to support localities in removing difficulties during the implementation process.
After the online conference ended, comrade Ngo Tan Phuong requested the Department of Finance and 99 communes, wards and level 1 budget units to focus on implementing the budget for the last 6 months of the year. He said that so far, only 4/99 communes and wards in the province have opened accounts and made payments at the State Treasury. Therefore, he requested commune and ward leaders to organize and direct specialized departments to complete the opening of accounts at the State Treasury by July 2025 to carry out work related to financial issues for the last 6 months of the year, paying attention to ensuring salary payments, social security, etc.
The Department of Finance conducts professional training for accounting staff; focuses on handing over legal documents related to transferred public assets; continues to review and manage and use assets after the rearrangement; reviews the regime for provincial and district-level officials transferred to work at commune and ward levels to ensure the regime within this July.
Propose that the Chairmen of the People's Committees of communes focus on directing the stabilization of the situation, organization, apparatus, and personnel to perform tasks well; speed up the disbursement progress of public investment projects in the province that have been transferred to the communes.
