This is one of the contents presented at the conference to deploy tasks for August 2025 of the Ministry of Home Affairs held on August 5.

Focus on perfecting institutions, mechanisms and policies

At the conference, Mr. Vu Xuan Han, Chief of Office of the Ministry of Home Affairs, said that in terms of institutional work, in July, the Ministry submitted to the Government for promulgation 3 decrees; 1 resolution; submitted to the Prime Minister for promulgation 5 decisions; submitted to the Minister of Home Affairs for promulgation under his authority 3 circulars. In addition, the Ministry of Home Affairs has focused on advising competent authorities to operate the 2-level local government model from July 1.

Units within the Ministry synthesize and update the situation of localities implementing the two-level local government model, and proactively and promptly issue guidance documents to handle difficulties, problems, and issues arising immediately after implementation.

According to Mr. Vu Xuan Han, the Ministry of Home Affairs has also prioritized all resources, focused on advising competent authorities to deploy and complete activities on the occasion of the 78th anniversary of War Invalids and Martyrs Day; proactively and actively implemented the Project to organize the 11th National Patriotic Emulation Congress...

Regarding the field of wages and social insurance, the Ministry of Home Affairs continues to complete legal documents guiding the implementation of the Law on Social Insurance 2024. Specialized agencies have developed for the Ministry to submit to the Prime Minister for promulgation a Decision to consolidate and the Regulations on the operation of the Steering Committee for reforming wage policies, social insurance and incentives for people with meritorious services.

In July 2025, the Ministry of Home Affairs reported to the Government the National Wage Council's recommendations on adjusting regional minimum wages; advising on the implementation of salary and salary allowance regimes for cadres, civil servants and public employees after the reorganization of the apparatus and organization of two-level local governments.

Regarding the tasks in August 2025, the Chief of Office of the Ministry of Home Affairs said that the units will focus on implementing 3 plans to implement the Law on Cadres and Civil Servants 2025, the Law on Organization of Local Government 2025, and the Law on Employment 2025 to ensure progress and quality, especially speeding up the progress of drafting decrees and circulars.

In addition, the Ministry of Home Affairs focuses on perfecting institutions, mechanisms, policies and ensuring resources to seriously and effectively implement the Government's programs and action plans to implement the four "four-pillar" Resolutions of the Politburo.

Regarding the task of continuing to implement the contents of salary policy reform according to Conclusion No. 83-KL/TW of the Politburo, the Ministry of Home Affairs advised competent authorities to review and propose amendments and supplements to the allowance regime for cadres, civil servants and public employees after the arrangement and organization of the apparatus.

Carry out an unprecedented mission

At the conference, Minister of Home Affairs Pham Thi Thanh Tra assessed that in July 2025, the Ministry of Home Affairs completed many large and important tasks. The operation of the two-level government after 1 month was quite good, although there were still many difficulties and problems that inevitably arose.

Regarding the tasks in August 2025, Minister Pham Thi Thanh Tra urged many tasks to be completed based on the conclusions of the Politburo, the direction of the Government, especially the new supplementary plan of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, especially related to the operation of 2-level local government.

Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs will select 34 capable, qualified, dedicated and responsible officials to send to their localities to support provinces and cities for 3 months. During this period, the Ministry of Home Affairs will select exemplary people, ensuring that they can perform tasks related to the implementation of the 2-level local government, not only in the field they are in charge of.

To successfully complete this task, the Minister requested that training, fostering, preparation of content, programs, and documents be mandatory for selected cadres to be ready to go. This is a new, unprecedented task, taking the spirit of volunteering, responsibility, and the Ministry of Home Affairs as the leading exemplary agency. Cadres who go to the locality will be recognized and highly appreciated.

Emphasizing the nature of the new task, the Minister requested that the subordinate units discuss thoroughly to develop a tentative selection plan according to the proposed criteria. The units included in the selection plan consider this an honor, shouldering the common responsibility of the Ministry of Home Affairs with the spirit of "going to return victorious."

In addition, the Minister of Home Affairs also reminded units to ensure progress in building institutional systems. It is expected that the Ministry of Home Affairs will organize training for local authorities at the commune level this week./.
