On July 30, at the working conference between the leaders of the Ministry of Industry and Trade and the Departments of Industry and Trade, Market Management Departments of provinces and cities on continuing to implement the tasks of organizing the 2-level local government apparatus and decentralization and delegation of power in the field of industry and trade, Minister Nguyen Hong Dien said: Nearly 1 month after implementing the 2-level local government, the Ministry of Industry and Trade and localities have made efforts to implement the resolutions, conclusions and directions of the Central Government, the National Assembly , the Government and the Prime Minister on the arrangement of the apparatus and administrative units of the 2-level local government. This is a new model, unprecedented, so in the initial stage, it is inevitable that there will be confusion and difficulties and problems.
To ensure that the tasks of the Industry and Trade sector are implemented smoothly and effectively according to the 2-level local government model, the Minister also requested the Departments of Industry and Trade and Market Management Departments of provinces and cities to assess the difficulties and obstacles and propose solutions to remove them in implementing the tasks of the Industry and Trade sector in the locality after one month of operation according to the 2-level local government model. Specifically, the difficulties and obstacles in performing tasks according to decentralization, delegation of authority, and division of authority; difficulties and shortcomings due to legal regulations; the establishment and regular maintenance of a two-way information channel to handle recommendations, difficulties and obstacles during the implementation process...
Regarding the field of Market Management (QLTT), Mr. Tran Huu Linh, Director of the Domestic Market Management Department (Ministry of Industry and Trade) also reflected: “Currently, regarding personnel restructuring, there are still 8/34 provinces and cities that have not issued the construction of functions and tasks of the Market Management Department, and appointed personnel; especially 7 localities have not yet appointed the Head of the Department. In addition, in the coming time, the Departments of Industry and Trade will continue to develop new operational plans and continue to streamline. However, the nature of the Market Management sector is to stick closely to the locality, while the current locality is larger, so local forces need to try to arrange to stick closely to the locality and base”.
Accordingly, the Domestic Market Management Department also proposed that regarding the development of the domestic market, there should be coordination between the Department of Industry and Trade and the Sub-Department to implement, avoiding geographical "separatism" like the previous situation of "each province knows its own province".
In addition, it is necessary to standardize operations and synchronize data, promote digital transformation; administrative sanctions can now also be implemented online, and market management departments need to seriously take advantage of this system to apply.
Regarding the smooth operation of the two-level local government in the coming time, Minister of Industry and Trade Nguyen Hong Dien also affirmed: From the beginning of August, the Ministry will strengthen professional training for localities, and will conduct weekly, thematic training for localities in the form of online training; and will do so until the work in localities is completely smooth, and localities no longer have to wonder.
