By promoting livestock development, people of Quy Duc commune are gradually overcoming difficulties.
Effective from the first breeds
Quy Duc commune was established on the basis of merging Yen Hoa, Trung Thanh, Doan Ket, Dong Ruong communes (Da Bac district, former Hoa Binh province). With a natural area of nearly 147km2 and a population of more than 9,460 people, Quy Duc is a purely agricultural commune with a low economic starting point. Currently, the commune has the highest rate of poor and near-poor households in the region, accounting for 58.4%; of which, poor households account for 24.66% and near-poor households account for 33.74%. Difficult traffic, lack of land for production, frequent natural disasters... are factors that cause many difficulties for people. Connecting infrastructure is still a major "bottleneck" when the whole commune has no national or provincial highway passing through. Most of the internal roads are degraded, prone to landslides and cut off when storms occur.
In that context, developing household-scale livestock farming, especially supporting breeding animals for poor households, has become a feasible and promising direction in the locality. Comrade Tran Duc Anh, Vice Chairman of Quy Duc Commune People's Committee, said: In recent years, the locality has focused on effectively implementing national target programs on socio-economic development in ethnic minority and mountainous areas, especially the sustainable poverty reduction program. From there, it has helped many households have livelihoods, change their thinking, and gradually escape poverty.
After being supported with 3 breeding goats, Ms. Luong Thi Pon's family has gradually stabilized their lives.
A typical example is Kia hamlet, one of the areas with the highest poverty rate in the commune. Thanks to the livestock support program, many families here have gradually escaped poverty. Comrade Ha Van Thuc, Head of Kia hamlet, shared: Previously, many households in the hamlet only knew how to live off the forest or a few hundred meters of rice fields. After being supported with goats and cows, they had a livelihood to build their family economy. The family of Ms. Luong Thi Pon is an example. In 2023, she was given 3 breeding goats. Up to now, the herd of goats has developed stably, helping her have an income and be independent in life.
Not only in Kia hamlet, many households in hamlets throughout the commune have gradually stabilized their lives after receiving support for breeding animals. For example, Ms. Lo Thi Tam's family in Long hamlet had no land, no labor, and no capital. For many years, she had to rely on exploiting secondary forest products and cultivating small fields. After the natural disaster, her fields were buried, causing her family to fall into a deadlock. From the support program, in 2023, her family received a breeding buffalo. After nearly two years, the mother buffalo gave birth to two litters, helping her family escape the poor household status of the commune.
In early 2024, from the allocated resources, many other households such as Mr. Xa Van Duc in Cang hamlet, Ms. Ha Thi Quyet in Lam hamlet... were supported with 3 breeding goats. After more than a year, the households have developed a herd of 6-8 goats, creating a sustainable livelihood. Ms. Ha Thi Quyet emotionally shared: We are very grateful to the State. Not only are we supported with breeding animals, we are also guided in care and disease prevention techniques. That is the foundation for us to continue our efforts to escape poverty.
Synchronous and practical implementation
To achieve the above results, Quy Duc commune authorities have proactively reviewed actual needs, assessed the conditions of each household and each hamlet to select appropriate support models. Special priority is given to poor and near-poor households in extremely difficult areas. Accordingly, in 2023, the four old communes before the merger supported over 30 breeding buffaloes for more than 30 households/commune and 200 breeding goats for 100 poor households/commune.
With support from the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, many families in Kia hamlet have gradually overcome difficulties with livestock farming models.
Up to now, after 2 years, most households have developed their livestock well. Continuing the positive results, in 2024, the communes continued to propose programs to add hundreds of breeding cows and goats to expand the model. Not only stopping at providing breeding animals, the locality also coordinated with specialized agencies to provide technical training, guidance on care and disease prevention. Thanks to that, many households have not only escaped poverty but also have new thinking, boldly expanding the scale of livestock farming combined with commercial products, creating a premise for long-term economic development. Some households such as Mr. Xa Van Duc, Mr. Lo Van Huynh, Mr. Xa Van La in Cang hamlet, Ms. Ha Thi Quyet or Mr. Luong Van Vang... all started out as poor households, but after receiving support, they have risen to become average households.
After implementing livestock models, Mr. Luong Van Trinh's family in Kia hamlet expanded the corn growing model to feed buffalo, cows and goats, bringing high efficiency.
The good news is that the support models not only bring material value, but also help people change their perception. Many households that previously had a mentality of waiting and relying on others have now actively learned and developed their own economy. "From just waiting for support, many households have now boldly borrowed more capital and expanded their livestock farming scale," emphasized comrade Tran Duc Anh.
With concerted efforts, Quy Duc commune is gradually overcoming difficulties, turning the supporting breeds into a sustainable source of livelihood. This is not only an economic transformation but also a change in thinking, a foundation for people to firmly step on the journey out of poverty.
